COUNCIL WORK SESSION FEBRUARY 7, 1996 <br />Staff explained that they are exploring E -Mail. This matter will be discussed during the <br />preparation of the 1997 budget. It was noted that Anoka County has now instituted their <br />own website. <br />1996 BUDGET DOCUMENT AND AWARDING OF PLAQUES, RANDY <br />SCHUMACHER/MARY VASKE <br />Staff presented the adopted 1996 General Fund Budget documents to the City Council. <br />Mr. Schumacher noted that Ms. Vaske had spent a lot of time preparing a very <br />professional document. A copy of the Budget will be placed in the citizens library. <br />Ms. Vaske noted that all departments were very cooperative in preparing this Budget. <br />One department worked especially hard. Mr. Tom DeWolfe, Public Works <br />Superintendent is responsible for several areas of the budget. He is required to research <br />State mandates and is responsible for several staffing areas. The 1st Annual Budget <br />Award was presented to Mr. DeWolfe. <br />CONTINUE DISCUSSION OF 12TH AVENUE AND HO <br />IMPROVEMENTS, DAVID AHRENS/ALAN BRIXIU <br />The public hearing on this matter was held on Mon d. Several questions <br />were raised at that meeting and the public hear c ued to allow time for staff to <br />research minutes and gather all the informati • �° ; requested. <br />One of the major questions raised . t earing regarded a supposed escrow <br />payment by the developers of� � .. o Est tes for reconstruction of 12th Avenue. <br />Staff has researched this ����� , as de ermined that no escrow was ever paid or <br />recorded. The letter of s + researched. Normally a letter of credit is required to <br />make sure that all • • ov nts are satisfactorily completed. If they are, the letter of <br />credit is returned t 3 v per. In this case, the improvements were completed <br />satisfactorily and th e ` of credit was returned. <br />Mr. Brixius explained that he has had on-going conversations with Council Member <br />Lyden and Ms. Caroline Dahl about the possibility of an escrow payment from the <br />developers of Brandywood Estates. He emphasized that in those conversation he did not <br />say that the money was there, only that if the money had been paid, it would be placed in <br />an escrow account or was part of the letter of credit. Mr. Brixius again emphasized that he <br />did say if there was any money to use for the 12th Avenue/Holly Drive reconstruction not <br />there was money to use. He also referred them to the City Engineer. <br />Staff explained that they had contacted the former City Engineer and discussed the <br />amount of money Trapper's Crossing was to escrow for the reconstruction of 12th <br />Avenue and Holly Drive. He did not remember the exact amount of the escrow. He was <br />not asked about the possibility of an escrow account established by the developers of <br />Brandywood Estates. <br />PAGE 2 <br />
