r <br />l <br />COUNCIL WORK SESSION FEBRUARY 7, 1996 <br />Mr. Al DeMotts, 6265 Holly Drive, asked why Brandywood Estates was not assessed for <br />the reconstruction of 12th Avenue. Staff explained that the Brandywood Estates <br />developers paid for the restoration of 12th Avenue along the frontage of their subdivision. <br />Mr. Brixius was asked to draft a letter outlining his conversations with Ms. Dahl and <br />Council Member Lyden. This letter will be available when the public hearing is resumed. <br />Council continued to discuss the amount of money that was escrowed as Trapper's <br />Crossing fair share of the 12th Avenue/Holly Drive reconstruction project. It was noted <br />that the development agreement requires a $250,000 escrow. The attorney representing <br />the developer was present and explained that in all the material given to the developer as <br />far back as August, 1994, the amount listed was $250,000 and this amount was not <br />negotiable. Staff noted that the developer's agreement was executed before the feasibility <br />report was completed. The amount was estimated by the former City Engineer and it was <br />never represented as cast in concrete. <br />Council asked that staff review tapes of the August, 1994 Cou <br />what exactly was discussed. Staff explained that this <br />would be cost prohibited. <br />The public hearing will be continued at the next Council meeting providing all <br />information is gathered. If further time is needed, the public hearing will be opened and <br />moved to the next Council meeting. <br />DISCUSSION CONCERNING THE ESTABLISHMENT OF AN <br />ENVIRONMENTAL ADVISORY BOARD (EAB) <br />Mr. Art Hawkins and Ms. Maurine Davidson were present to discuss the establishment of <br />an EAB as proposed by the 20/20 project.
