COUNCIL MEETING <br />AUGUST 22, 1994 <br />and checked to see that they are disclosing to all potential <br />buyers that the Airpark is there, that this is a rural area and <br />people raise certain farm animals and will continue to do this. <br />There will be restrictive covenants to make sure that future <br />buyers will be aware of the Airpark does exist and this is a <br />rural area. The Airpark and the City will receive copies of <br />these signed disclosure documents. The prospective buyer will be <br />required to sign the disclosure documents at the time they sign a <br />purchase agreement and at the time they close on their home. Mr. <br />Uhde explained that the Airpark residents are a part of the <br />development process and will continue to be a part of the process <br />until the development is complete and the last home is built. <br />Mr. Uhde said that he believes that he has their support and will <br />work to keep that support until the development is completed. <br />Mr. Uhde said that all utility extensions will be paid for by the <br />developer. The existing property owners will not be charged <br />until they petition to connect to the utility. The development <br />costs will be paid by the developer. Traffic was another concern • <br />of the residents. Mr. John Powell, consulting engineer for the <br />City met with the Anoka County Highway Engineer and determined <br />that there would not be an impact on the current street <br />structures other than to require some turn lanes. The cost of <br />the turn lanes would also be paid by the developer. During peak <br />hours, 150 additional cars would be coming onto two (2) streets <br />and five (5) different intersections going in four (4) different <br />directions. This will not significantly impact the current road <br />system. <br />Mr. Uhde referred to MUSA and said he prefers to do a trade, but <br />since there is a concern on the part of the Planning and Zoning <br />Board and the City Council will work with the City and the <br />Metropolitan Council to obtain additional MUSA designation. <br />Mr. Uhde also noted that the plat will generate approximately <br />$16,000,000.00 of additional tax base. An annual tax of about <br />$300,000.00 will be realized by the City. Par% fees in excess of <br />$70,000.00 will be generated by the plat, as well as over <br />$310,000.00 in permit fees. Other items of benefit include <br />utilization of a precious commodity, developable land, extending <br />sewer and water trunk lines at no cost to the City or the <br />residents, enhance drainage, enhance wetlands, and provide <br />housing and workers for the commercial and industrial <br />development. The design will enhance and protect the rural <br />character. Mr. Uhde said that he intends to use this as a <br />selling feature. <br />Mr. Uhde presented conclusions and plan amendment findings that <br />were required by Mr. Brixius so that the rezoning request could <br />PAGE 10 <br />1 <br />1 <br />1 <br />
