He explained that the overall density for the entire plat <br />of Behm's Century Farms is 135 units or 1.8 units per acre. This <br />is about one-half of what is allowed in a R-1 zone. The density <br />in the northern and western portion of the plat has been reduced <br />so it will work in well with existing density. Mr. Uban <br />explained that the plat is located next to a variety of different <br />uses and will support the commercial part of the community around <br />the I35W/Lake Drive intersection. <br />Mr. Uban discussed phasing of the plat and noted that the changes <br />in the plat include reducing the number of lots, reducing the <br />impact to wetlands and reduces the density. The Airpark safety <br />zone will remain open and clear. The density on the western side <br />of the plat was reduced. Road patterns and lot patterns were <br />changed to further reduce impact to the wetlands. An overall <br />phasing plan starts where the land is already zoned R-1 and where <br />utilities are the closest. There will be six (6) phases. Each <br />phase is planned for a designated year starting in 1995 and <br />ending in the year 2002. There will be 20 or less lots developed <br />per year. This will provide for an orderly pattern of <br />development. <br />Mr. Uhde explained this plan will not require a PDO and meets the <br />requirement for a R-1 development and therefore will not require <br />any variances to lot sizes or lot width. <br />There were concerns regarding wetland impact and restoration. <br />The original plan which was based on septic systems and wells <br />would have required 6.4 acres of wetland fill. The original <br />concept plan with sewered lots contained more than 200 lots. If <br />a PDO had been requested on this proposal, 2.19 acres of fill <br />would have been required along with about 1.5 acres of <br />mitigation. The second concept reduced the amount of fill to <br />just under two (2) acres and about 1.49 acres of wetland <br />mitigation. The third concept plan showed 153 lots with 3.24 <br />acres of wetland fill and three (3) acres of wetland mitigation. <br />The final and fourth concept has 135 lots with ,1.9 acres of <br />wetland fill. There will also be four (4) acres of wetland <br />mitigation. There will be more flood storage than required. The <br />excess will be between one and one-half and two (2) times the <br />flood storage capacity. The drainage in the area will be <br />enhanced because the water will be controlled and channeled. <br />The Airpark impact concerns have been considered. Mr. Uhde noted <br />that he has met with these residents several times and the <br />meetings are ongoing. A clear zone at the west end of the runway <br />has been created by eliminating six (6) lots. There will be <br />disclosures noted from the beginning on the plats and on all <br />collateral documents. Agents selling the lots will be instructed <br />PAGE 9 <br />
