COUNCIL MEETING AUGUST 22, 1994 <br />Council Member Kuether referred to the memorandum of August 5, <br />1994, planning item No. 1. Mr. Brixius explained that past <br />discussions indicated that a concern of the Planning and Zoning <br />Board and the City Council was that MUSA would be taken from <br />landowners and these landowners would relinquish their <br />development opportunities. <br />Mr. Gary Uhde, representing G. M. Development, developer of <br />Behm's Century Farms and Mr. John Uban presented the plans for <br />the proposed plat. Mr. Uhde said that he was please to be before <br />the City Council. He noted that this process has been a long and <br />arduous task. He explained that there has been a lot of <br />discussion, input and negotiation and hopefully the plan that he <br />will present tonight will get approval on the rezone request. <br />Mr. Uhde noted some of the concerns about the proposal: <br />- concern about the preliminary plat and how it was laid out. <br />- density <br />school capacity <br />MUSA trade verses MUSA expansion <br />sensitivity to adjacent properties <br />a. density concerns <br />b. rural image <br />c. Airpark impact <br />d. other developable lands <br />drainage <br />traffic impact <br />- wetland impact <br />Comprehensive Land Use Plan amendment and rezone findings <br />Mr. Uhde explained that the work and time spent on this proposal <br />far exceeded what is normally expected for approval of a rezone <br />request. However, since these questions were raised, he felt it <br />was necessary to do the research so that all the answers would be <br />provided prior to action on the rezone request. <br />Mr. Uban explained that he looked at the overall City to <br />determine what the growth patterns have been. He presented a <br />colored map and explained areas of growth and noted that Behm's <br />Century Farms is located within the expansion area. Mr. Uban <br />explained that all utilities needed to serve this plat will be <br />extended by the developer and will be paid for by the developer. <br />There will be additional capacity in the utility systems to allow <br />for service to adjacent properties when the need arises and to <br />the Correctional Facility for their expansion. <br />Mr. Uban displayed a second map depicting the I35W/Lake Drive <br />intersection and development areas with density noted on each <br />
