25`t' <br />COUNCIL MEETING <br />septic system would be allowed. <br />NOVEMBER 14, 1994 <br />Council Member Elliott noted that the site plan indicates that <br />the house was placed to follow the natural contour of the area <br />and moved to approve the site plan with the conditions previously <br />stated. Council Member Bergeson seconded the motion. Council <br />Member Kuether asked for further information regarding why the <br />house was placed at an angle. Motion carried with Council Member <br />Kuether voting no. Mr. Powell said he would have additional <br />information on this matter at the next Council work session. <br />Consideration of Final Plat, Pheasant Hills Preserve, Sixth <br />Addition - Mr. Powell explained that this is the sixth phase of <br />the Pheasant Hills Preserve development. This phase contains 19 <br />lots located on Sherman Lake Road. <br />A Development Agreement was signed on August 30, 1994 and <br />financial guarantees are in place. The grading is substantially <br />complete and Mr. Heth, SEH Engineer on the project has <br />recommended approval of the final plat. <br />Council Member Bergeson asked if the final plat has been before <br />the Planning and Zoning Board. Mr. Powell explained that the <br />preliminary plat was approved by the Planning and Zoning Board <br />and this final plat complies with the preliminary plat. <br />Normally, a final plat does not go before the Planning and Zoning <br />Board, just the City Council. Mr. Shopek, engineer for the <br />developer was in the audience and verified that the final plat <br />followed the preliminary plat. <br />Mayor Reinert asked if the cul-de-sac issue was resolved. Mr. <br />Powell explained that the developer had indicated that he would <br />be developing a cul-de-sac with an island in the middle. The <br />design did not meet City standards. The grading is now complete <br />and the cul-de-sac does not contain an island. <br />Council Member Elliott moved to approve the final plat of <br />Pheasant Hills Preserve, Sixth Addition. Council Member Bergeson <br />seconded the motion. Motion carried unanimously. <br />ENGINEER'S REPORT <br />Consideration of Resolution No. 94 - 96 Ordering Preparation of <br />Report on Clear Water Creek Well - Mr. Powell explained that the <br />Clear Water Creek preliminary plat is currently being reviewed by <br />the City and would require installation of a well to provide <br />water services. Selection of a well site and construction of the <br />well and well house can be a very time consuming process and it <br />would be prudent to begin the process as soon as possible. <br />PAGE 4 <br />1 <br />1 <br />1 <br />
