1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 14, 1994 <br />riding stable is allowed with a conditional use permit. <br />According to Section 4, Subd. 23 Relocated structures "Before any <br />house or other structure is moved onto a vacant lot, the Planning <br />and Zoning Board shall report to the City Council whether the <br />structure will be compatible with other development in the area, <br />and conform to all City codes and ordinances...." <br />The City's Building Inspector, Peter Kluegel, has inspected the <br />dwelling proposed to be relocated to this site. He has indicated <br />that the structure is sound and in good repair. The exterior <br />construction is brick and will fit in well with the adjoining <br />properties. The value would be estimated to meet, or exceed, <br />that of existing homes in the area. <br />The applicant intends to locate the structure near the <br />intersection of 24th Avenue and 80th Street across Hardwood Creek <br />from the horse arena. A driveway off 24th Avenue is proposed <br />with a two (2) car tuck -under garage. A location has been <br />identified for a mound type on-site septic system by Dale Eklin, <br />septic designer. <br />The structure is proposed to be located 100 feet from the center <br />lines of both 24th Avenue and 80th Street, which is well within <br />the required setback limit of 30 feet for 24th Avenue and 40 feet <br />for 80th Street. <br />Staff recommended approval of the request to relocate a structure <br />to the property at 2306 - 80th Street subject to the following <br />conditions: <br />A. A permit be obtained from the Rice Creek Watershed District. <br />(A permit was granted on November 9, 1994.) <br />B. Proper building permits be obtained for the structure and <br />garage addition. <br />C. The septic system be installed as per the recommendation of <br />Mr. Dale Eklin. <br />Staff also advised the applicant that the address for the new <br />structure will be on 24th Avenue. <br />The Planning and Zoning Board reviewed the request at their <br />November 9, 1994 meeting and recommended approval with the above <br />stated conditions. <br />Council Member Kuether asked why the house will be placed at an <br />angle on the property. She felt that it may be difficult to re - <br />subdivide the property when municipal services are available in <br />the area. Mr. Powell explained that the house was place to take <br />advantage of the drainage and it may be the only site where a <br />PAGE 3 <br />
