276 <br />COUNCIL WORK SESSION NOVEMBER 22, 1994 <br />Legislature so that all city's and township's would have the same <br />requirements. <br />Council Member Bergeson asked Ms. Wyland to ask the City Attorney <br />for his opinion regarding going beyond the City Code requirements <br />if a situation should warrant additional notification. Ms. <br />Wyland explained that when notifications are required, she <br />requests a list of adjoining property owners from the Anoka <br />County GIS system. They use the 350 foot requirement. <br />The City Council will not pursue changes to the current code of <br />conduct or changes to the notification requirements. <br />MARSHAN TOWNHOMES CANOE LAUNCH, MARY KAY WYLAND <br />Ms. Wyland explained that a developer has submitted a concept <br />plan for a townhouse subdivision south of the Shores of Marshan <br />subdivision. Park dedication was indicated on the concept plan. <br />Ms. Wyland asked the City Council if they would consider taking <br />some lake shore property for a portion of the required park <br />dedication and build a canoe ramp on Marshan Lake. Ms. Wyland <br />has discussed the matter with the Department of Natural Resources <br />(DNR) and they have indicated that they would be willing to <br />cooperate in constructing the ramp and also suggested that some <br />grant funding may also be available. The DNR has prioritized <br />lakes that do not have access and although Marshan Lake is not on <br />their list they have still expressed interest in cooperating with <br />the City. The DNR would not be interested in constructing a <br />canoe ramp with private individuals. The staff also feels it <br />would be better to have the canoe ramp under City control. <br />Ms. Kate Drury of the Rice Creek Watershed District (RCWD) has <br />canoed on the chain of lakes but has not canoed on Marshan Lake. <br />She is aware that there is a lot of interest in canoe use on <br />Marshan Lake. <br />Ms. Wyland has requested that the developer amend their concept <br />plan to show the canoe launch. She noted that the City will be <br />requiring about five (5) acres from the developer for park <br />dedication. Ms. Wyland was requested to get additional <br />information from the DNR regarding what they are willing to do. <br />The concept of a canoe ramp was discussed further. Location and <br />parking are two (2) concerns. Council Member Bergeson suggested <br />that the ramp be constructed in cooperation with Anoka County <br />Parks Department. <br />Mayor Reinert suggested that the canoe launch concept be brought <br />before the Park Board so that they can prepare a recommendation <br />PAGE 4 <br />1 <br />1 <br />
