1 <br />1 <br />1 <br />COUNCIL WORK SESSION NOVEMBER 22, 1994 <br />for City Council consideration. <br />SNOWMOBILE ORDINANCE, CHIEF PECCHIA <br />Chief Pecchia explained that he will be bringing the SECOND <br />READING of the snowmobile ordinance to the next Council meeting. <br />Since the FIRST READING several questions have come from the <br />public regarding hours of operation. Chief Pecchia will propose <br />an amendment to this section of the ordinance. Council Member <br />Bergeson asked if the Police Department is going to take a "hard <br />line" approach to enforcement or will warning tickets be issued? <br />Chief Pecchia explained that initially warnings will be issued <br />and educating the snowmobiler will be stressed. Highlights of <br />the ordinance have been drafted and will be available to hand out <br />in the same manner as Anoka County distributes their park land <br />regulations. The Police Department will be enforcing the <br />registration and DWI issues as they occur. <br />Chief Pecchia explained that the Lino Lakes Snowmobile Ordinance <br />is consistent to neighboring city ordinances. This will be less <br />confusing for the snowmobiler. Chief Pecchia noted that a very <br />good article appeared in the Quad Press regarding the proposed <br />ordinance. <br />NOVEMBER 28, 1994 REGULAR AGENDA <br />Mayor Reinert noted that Mr. Spetzman will be appearing on Open <br />Mike to discuss his concern regarding restricting bow hunting. <br />Each item on the agenda was discussed. It was decided to <br />withdraw all Clear Water Creek proposed subdivision items from <br />the agenda until the drainage study is completed. There are also <br />concerns with traffic generated by the proposed subdivision. The <br />City Council directed Mr. Powell to contact the developer and <br />relay this information. Mr. Powell was also directed to request <br />a written letter of consent to delay action of the subdivision <br />beyond the 60 day deadline if needed. <br />Mr. Powell noted that Mr. Glenn VanWormer of SEH prepared the <br />traffic study. Mr. Willenbring of OSM is currently preparing a <br />drainage study that was commissioned by Lino Lakes and Hugo. The <br />study will be completed shortly after the first of the year. <br />Council Member Elliott said that she would like the traffic from <br />the proposed subdivision routed to Main Street (County Road 14) <br />rather than to Otter Lake Road. She indicated that she is not <br />ready to vote on any issue regarding the proposed subdivision <br />until the drainage study is completed. Ms. Wyland indicated that <br />the City Council has 60 days to act on the proposed subdivision <br />PAGE 5 <br />27/ <br />
