28Z <br />COUNCIL MEETING NOVEMBER 28, 1994 <br />extension and explained that the improvement should be completed <br />within the period of the extension because there may not be <br />enough Council votes to extend the CUP any further. Mr. Ridings <br />said they intend to start the project as soon as possible in the <br />spring. <br />Council Member Neal moved to extend the CUP to December 31, 1995. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Consideration of a Minor Subdivision, 6880 Rustic Lane - Ms. <br />Wyland used the overhead projector to show the location of the <br />lot. The owner of the lot is requesting a subdivision of a 1.74 <br />acre parcel of property into two (2) lots. The existing homesite <br />will contain a total of 11,875 square feet and the remaining <br />portion of the lot will contain 14,049 square feet of upland and <br />slightly less that 52,800 square feet of wetland. A wetland <br />delineation has been prepared and a copy was included in the <br />Council packets. <br />The property is zoned Residential, R-1, and is shown as <br />residential on the Comprehensive Land Use Plan. Municipal <br />utilities are available to serve both sites and, in fact, <br />services have been stubbed to the property line off of Glenview <br />Drive. The applicant is aware that assessments will be due and <br />payable on the newly created lot and that he will be required to <br />connect to both sewer and water. <br />The staff is recommending approval of the subdivision with the <br />following conditions: <br />1. Both properties be connected to municipal utilities. <br />2. A park dedication fee be collected on the newly created <br />lot at the time the City Clerk places the City seal on <br />the deed for recording. <br />3. Drainage and building plans be approved prior to <br />issuance of building permits on the new lot. <br />The Planning and Zoning Board reviewed the request at their <br />November 9, 1994 meeting and recommended approval with the <br />conditions listed above. <br />Council Member Elliott moved to approve the subdivision subject <br />to the conditions listed above.
