COUNCIL MEETING <br />JANUARY 23, 1995 <br />variation. The scheduling would be flexible to address the <br />training needs of the probationary sergeants, the needs of the <br />Department and the community. <br />Chief Pecchia recommended that Officer Steve Mortenson and <br />Officer Bill Hammes be promoted to the sergeants positions. He <br />gave a detailed outline of their education, police work <br />experience, community involvement and their attitude toward the <br />community policing concept. <br />Chief Pecchia explained that the promotion of Officer Mortenson <br />and Officer Hammes demonstrates a commitment to the professional <br />and ethical future of the Lino Lakes Police Department and this <br />City. He felt that these two (2) officers are the leaders of the <br />Department and they currently possess the intelligence, ethics <br />and skills necessary to serve the citizens of Lino Lakes very <br />well. Through their positive attitudes, continual loyalty to the <br />City and its citizens, they will meet and exceed the very high <br />expectations of them. <br />Chief Pecchia noted that the former sergeant resigned this <br />position effective December 31, 1994. The position has been <br />included in the 1995 budget. He noted that the former sergeant <br />was a long time employee of the Department and would have earned <br />$48,892.00 in 1995. The recommended starting salary for each of <br />the newly appointed sergeants would be $43,768.00. Chief Pecchia <br />detailed how appointing Officer Mortenson and Officer Hammes <br />would save the Department $2,828.00 over what had been budgeted <br />for the one position. He also explained that $3,500.00 is <br />included in the 1995 Budget additional testing of candidates for <br />these positions. Since Officer Mortenson and Officer Hammes do <br />not need further testing, the $3,500.00 can be used for salary <br />purposes. Therefore, both positions can be approved without <br />increasing the 1995 budget. <br />Council Member Bergeson asked if each officer will be exploring <br />continuing education. Chief Pecchia said that they both will <br />continue their education. <br />Chief Pecchia recommended that Officer Mortenson be promoted <br />effective February 1, 1995 and Officer Hammes be promoted <br />February 2, 1995. This timetable is necessary in case seniority <br />becomes an issue. <br />Council Member Elliott moved to approve the promotions of Officer <br />Mortenson effective February 1, 1995 and Officer Hammes effective <br />February 2, 1995 to sergeant.
