Anoka County Highway Department <br />noted the location of the parks and requested that there be no <br />direct access to the park from Otter Lake Road. Mr. Powell <br />explained that a park will be located on the northwest corner of <br />Cedar Street and Elmcrest Avenue (24th Avenue) as part of a <br />future phase. This park will be a larger neighborhood park. The <br />Park Board has reviewed the park requirements for this <br />subdivision. <br />Council Member Neal asked how many phases would be developed. <br />Mr. Powell said at least five (5) phases. Council Member Neal <br />asked what year is projected for completion of the total <br />improvement. Mr. Powell said it would be difficult to predict <br />the completion of the total project, however, the developer is <br />estimating the final phase of the concept will be completed in <br />the year 2000. Council Member Neal noted that the sewer and <br />water utility service would be supplied by the City of Lino Lakes <br />at the developers expense and asked where the electricity and gas <br />service would come from. Mr. Powell said the gas and electricity <br />services have not been reviewed at this point. Mr. Tony <br />Emmerich, the developer of Clearwater Creek explained that both <br />Minnegasco and Northern States Power have contacted him asking to <br />serve the development with gas service. No decision has been <br />made on this matter. The electrical service will come from Anoka <br />Electric Cooperative. <br />Council Member Kuether referred to the Planning and Zoning Board <br />rejection of the preliminary plat. She asked Mr. Brixius to <br />address the issues raised by the Planning and Zoning Board and <br />state whether the issues have been resolved. Mr. Brixius <br />explained that traffic generation was a major concern and the SEH <br />engineer will deal with that concern. The Planning and Zoning <br />Board found that the proposed development was consistent with the <br />Comprehensive Plan. There were multiple opinions regarding <br />whether the proposed development was compatible with existing and <br />future land uses and they did not agree with the wetland <br />delineation prepared by the developers wetland professional <br />delineator. The City relies on the developer's professional <br />delineator to do the wetlands delineations and these are verified <br />by Rice Creek Watershed District. A letter from Rice Creek <br />Watershed District is included in the Council packet. Planning <br />and Zoning Board member, Mr. Mesich stated that he did not <br />believe that the City capacity would be a problem unless the <br />phasing is too great and the burden will be on the City Building <br />Inspectors. He also stated there would be the continuing burden <br />on the school system and existing school facilities. Mr. Brixius <br />explained that staff has a letter from the White Bear School <br />Superintendent who claims that they do not look at stoppage of <br />growth as a way of controlling school district problems.
