1 <br />COUNCIL MEETING <br />FEBRUARY 13, 1995 <br />Centennial Fire District - Council Member Neal moved to approved <br />these disbursements as presented. Council Member Elliott <br />seconded the motion. Motion carried unanimously. <br />20/20 VISION UPDATE - RIM SULLIVAN <br />Ms. Sullivan explained that 20/20 Vision has been a success story <br />to this point. She has talked to many City boards and committees <br />to let them know that there have been 250 responses from <br />residents to the community forums. This is a very good response. <br />Over 100 residents have requested advisory committee applications <br />and Ms. Sullivan expected to receive additional applications. <br />Ms. Sullivan requested Council approval for the formation of a <br />steering committee to assist her and to make sure that the <br />process is kept "on track" and that the interpretations that she <br />is makir)g'on the information that she is getting is correct. <br />Ms. Sullivan explained that the schedule for the project is "on <br />track". The advisory committees are expected to begin their <br />assignments beginning in March and complete that process in May. <br />A midway "summit" will be held with the community where all the <br />different groups will talk and make sure that everything is tied <br />together so that the "left hand will know what the right hand is <br />doing". Another community forum will be held at the end of the <br />project. Everyone will be invited to hear the results of each <br />committee. The project will then be brought back to the City <br />Council. <br />Ms. Sullivan noted that she is receiving many comments and <br />questions about why the City Council is not stopping development <br />until the 20/20 Vision process is completed. Her response has <br />been that the City Council has "actionable accuracy" now to <br />continue some of the work that is in process. She explained that <br />"actionable accuracy" means that the City Council knows what the <br />community has said in generalities, that is, they want to make <br />sure that the environment is kept in mind, and make sure that a <br />balance is kept in the development. During the next few months <br />while 20/20 Vision is being developed, it is important that the <br />City not stop functioning. Ms. Sullivan asked that the City <br />Council and the boards and committees keep in mind that the City <br />will continue with the plan that is in place and there is no need <br />to take a radical move away from the current process until the <br />results of 20/20 Vision are known. She suggested that when the <br />City Council and the boards and committees hear these types of <br />questions, time should be taken to educate the citizens and let <br />them know that there is a plan and show them the plan. <br />Advisory group topics have been selected. There were many issues <br />presented in the public forums that will not be addressed by <br />PAGE 2 <br />
