Issues such as safety, communication and <br />responsive government will not be addressed by advisory groups. <br />The safety issues are being addressed by the Community Service <br />Officer. The newsletter has been changed to address the <br />communication issue and Mr. Tesch and Ms. Sullivan have also <br />discussed adding additional resources of communication. <br />The groups that will be formed at this time will address the <br />issue of environment. The citizens view Lino Lakes as a "green" <br />community and the citizens want the City Council to be concerned <br />with the environment and bring clean businesses into the City and <br />stay environmentally conscience. This will be addressed <br />throughout all the different advisory groups. <br />The first advisory committee topic is economic development. <br />There are three (3) subtopics: 1) growth plan for the City (may <br />be similar to the Comprehensive Plan already in place, also may <br />suggest some adjustments to that Plan and review zoning and open <br />space concerns), 2), taxes and revenues will be reviewed by <br />looking at the amount of taxes received from the citizens versus <br />other sales and service revenues, 3) commercial development, <br />looking at types of businesses that the citizens want to have in <br />Lino Lakes and how the City might best attract these businesses. <br />The "kick off" for the advisory committees will be held the week <br />of March 5, 1995 and everyone who has expressed an interest in <br />this forum is asked to plan to have Saturday morning free. Mr. <br />Wessel will meet with all the economic development groups during <br />the week and explain what resources are available to them such as <br />the Comprehensive Plan, the City Charter and what type of <br />guidelines the City is ruled by. On Saturday all the groups will <br />board a bus to tour the City. Areas where development is <br />scheduled will be visited, the MUSA areas will be outlined and <br />group members will be given information so that they can make <br />educated decisions as the 20/20 Vision project continues. <br />Parks and Recreation is the second topic and the subtopics <br />include recreation, community center and trails. The group <br />working with the topic recreation will look at whether the City <br />should have additional organized recreation opportunities. The <br />community center group will look at a place for residents to <br />gather where there can be recreation. The third subtopic is <br />trails. Ms. Sullivan noted that the citizens have voiced the <br />need for trails "loud and clear". This topic was probably the <br />second most important concern expressed in the community forums. <br />Although the City has a good plan for trails in place, the City <br />needs to provide additional education to the citizens regarding <br />the trail plan and what can be done to increase the size of the <br />trail system.
