Mr. Caine said that the residents of <br />the City already on the utility system will help pay for the <br />water tank that will be constructed for this subdivision. He <br />felt that utility rates would increase if the water tank is <br />constructed. Mayor Reinert said that this is not true and <br />explained that generally the more users there are in a utility <br />system, the lower the rates become. <br />Council Member Neal noted that this subdivision will be served by <br />Anoka Electric Cooperative. He asked if every home served by <br />Anoka Electic would have a rate increase because this new <br />subdivision is being constructed. Mr. Caine said no, Anoka <br />Electric has a large base. Mayor Reinert said that is what he is <br />trying to explain. <br />Mr. Schumacher noted Mr. Caine wrote to Mayor Reinert about a <br />week ago indicating that the joint meetings between the City of <br />Hugo and the City of Lino Lakes were not productive and that the <br />Hugo City Council did not feel that the Lino Lakes City Council <br />was cooperating in a spirit of good planning. He said that this <br />statement was a concern to him and Mayor Reinert. Mr. Schumacher <br />contacted the Hugo City Administrator, Bob Museus, and indicated <br />that this was a concern. Lino Lakes had initiated the <br />cooperative spirit between the two (2) cities and jointly funded <br />a drainage study of the Clearwater Creek area although only 30 <br />percent of the drainage area is actually in Lino Lakes. Mr. <br />Schumacher asked the Hugo City Administrator to talk to his City <br />Council to see what their feelings are about these meetings. Mr. <br />Museus called Mr. Schumacher this morning and said he had <br />contacted all his elected officials. He told Mr. Schumacher that <br />his Council was very supportive of the joint meetings, they have <br />a good understanding of where Lino Lakes is going and thought <br />that the spirit of cooperation between the two (2) communities <br />should continue. Mr. Schumacher felt that the information <br />presented by Mr. Caine was in error based on the information <br />presented to him by Mr. Museus. Mr. Caine said that if he could <br />get the people to say what they feel, they will support what Mr. <br />PAGE 23 <br />
