COUNCIL MEETING FEBRUARY 13, 1995 <br />Caine had written in his letter. <br />Council Member Bergeson asked if staff would provide information <br />on how the Anoka County Highway Department determines which <br />roadway is to be upgraded and if this City can influence the time <br />when this roadway comes to the top of the list. Mr. Powell said <br />that if this subdivision is approved, he will submit a letter to <br />Ms. Jane Pemble clearly stating the City's concern with the <br />existing state of that roadway similar to the letter sent to the <br />County regarding the CASH 10 (Birch Street)/Highway 49 signing. <br />The City's concerns will be passed along to the County and an <br />attempt will made to make this as high a priority as the City can <br />get it in County's construction plan. Mr. Powell explained that <br />he met with Mr. Jon Olson the Anoka County Highway Engineer this <br />past September and reviewed the status of all upcoming projects <br />that Lino Lakes has so that they would be aware of what is <br />happening in Lino Lakes and to keep the line of communications <br />open. Council Member Elliott asked that White Bear Township help <br />with the reconstruction of Otter Lake Road since trucks hauling <br />to the new theater site in White Bear Township have help caused <br />the deterioration of the road. Since White Bear Township is <br />benefiting from the hauling, they should assist with the <br />reconstruction. Mr. Powell said he would contact the engineer <br />for White Bear Township and request a joint effort. <br />Mayor Reinert asked Mr. Caine if he was speaking for himself this <br />evening. Mr. Caine said yes. Mayor Reinert said since there is <br />some differences in Mr. Caines presentation and what the City has <br />prepared, action on the preliminary plat could be delayed for two <br />(2) weeks to allow time for staff to clarify the position of the <br />Anoka County Highway Department, clarify the financing of the <br />utility extensions as well as other things that were mentioned <br />this evening. Mr. Powell clarified the user water rate by <br />reminding the Council that a resolution was passed setting user <br />water rates through 1998. Therefore user water rates will not be <br />affected by the Clearwater Creek subdivision. Mr. Powell also <br />explained that Jane Pemble is the traffic engineer for Anoka <br />County. The traffic engineer, construction engineer and design <br />engineer work for Jon Olson, Anoka County Highway Department. <br />Mr. Caine referred to Council Member Neal's question regarding <br />Anoka Electric rates. He said that if the Anoka Electric utility <br />was not growing, their rates would go down. <br />Tom Mesich, 7065 Rice Lake Lane, member of the Planning and <br />Zoning Board said he was encouraged to hear that the Council is <br />troubled about this particular development.
