1 <br />1 <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />sincere misunderstanding, the City Council is obligated to <br />provide the answers. <br />Mr. Emmerich said that if the City Council will take action on <br />this matter in two (2) weeks, he would grant the extension. He <br />said that the staff is not only competent but have "run him <br />through the wringer pretty hard". Mr. Emmerich said that staff <br />has been questioned about matters that are out of line and he has <br />a tough time sitting and biting his tongue. Mr. Emmerich <br />formally requested an extension of two (2) weeks for Council <br />action on the preliminary plat. <br />A lady in the audience said that she has talked to members of the <br />Planning and Zoning Board and the developer is aware of how she <br />feels about the development and yet she has never received any <br />information. She asked what she would receive in the next two <br />(2) weeks. Mayor Reinert said he did not know and that is why he <br />is asking for the extension. The lady asked if she is going to <br />have come to the City Council in two (2) weeks to get her <br />information. Mayor Reinert said he is requesting that an <br />informal meeting be planned to answer all questions before the <br />next Council meeting. The lady asked to have some documentation <br />ahead of the meeting so that she could prepare her questions. <br />Mayor Reinert said that maybe the process is not understood and <br />explained that the preliminary plat has to be approved before <br />additional engineering is requested on drainage and site <br />preparation to answer some of the questions. Once the <br />preliminary plat is approved, it is "fine tuned" and additional <br />changes are made. <br />Mr. Brixius told the residents that if they have specific <br />questions, they should contact city hall and staff will make <br />every effort to answer them. <br />A gentleman from the audience said that residents were told that <br />they would be able to present additional information prior to the <br />action on the rezone. Mayor Reinert said that the City Council <br />only acted on the first reading of the ordinance to rezone and a <br />second reading is required at the next Council meeting. This <br />will allow time for additional testimony. A lady said that the <br />matter is not finished since the Council passed the rezone. <br />Mayor Reinert said that this is only the first reading of the <br />rezone and the matter will be brought back to the City Council in <br />two (2) weeks. <br />Council Member Bergeson withdrew the second to the original <br />motion in order to facilitate a motion to table the preliminary <br />plat for two (2) weeks. Council Member Kuether withdrew her <br />motion. <br />PAGE 31 <br />
