COUNCIL MEETING FEBRUARY 13, 1995 <br />Council Member Kuether moved to table action on this matter until <br />February 27, 1995. Council Member Neal seconded the motion. <br />Council Member Kuether asked who would facilitate the meeting and <br />could the residents submit questions to staff prior to the <br />meeting. Mr. Power said that residents should submit their <br />questions prior to the meeting. Mr. Emmerich said that he wanted <br />a member of the Council present at the meeting because some of <br />the same questions have been asked many times. <br />A lady asked where to get a packet that tells about the <br />development including maps. Mayor Reinert asked if she was <br />directly affected by this issue and she said yes. Mayor Reinert <br />said that these are the people we want to address. <br />Ms. Donlin said that the service demands do affect all residents <br />and anyone who is interested should be included. Mayor Reinert <br />said the meeting is open to the public, however, the people who <br />will be directly impacted in their immediate neighborhood are the <br />people who did not have their questions answered tonight. <br />The neighborhood meeting was set for Wednesday, February 15, <br />1995, 6:00 P.M. Mayor Reinert requested that a packet be <br />assembled for the public containing the site plan, engineers <br />report, staff report and other background information. These <br />packets will be available at city hall. <br />Council Member Kuether asked if Lot 15, Block 4 <br />corrected on the map that was given to the City <br />Wyland explained that the map is dated February <br />staff report reviewed a plat that was submitted <br />has been <br />Council. Ms. <br />8, 1995 and the <br />in October, 1994. <br />A lady in the audience said that her property is affected by the <br />proposed subdivision. However, she was concerned because the <br />Cunningham's who are asking about the runoff onto their land need <br />additional information. Mr. Powell has a study regarding that <br />matter. She asked what if anything in that report will change by <br />Wednesday. Mayor Reinert said nothing. The lady said people are <br />objecting to the development. It is either going forward or it <br />is not. She felt it was a waste of the residents time to go over <br />and over the same information. Mayor Reinert said one of the <br />problems is that there has been some information gathered and <br />presented here tonight that is not accurate engineering data. <br />There are also some people here tonight that have a sincere <br />misunderstanding of what is happening. The people who are in a <br />flood plain have to understand that during flooding periods in <br />the past they were impacted and will continue to be impacted in <br />the future. <br />PAGE 32 <br />
