1 61
COUNCIL MEETING FEBRUARY 13, 1995
seconded the motion. Motion carried unanimously.
Council Liaisons - Mayor Reinert asked to delay this so that
there can be more discussion on the matter prior to a final
decision. This matter may be discussed at the February 22, 1995
work session.
CONSIDERATION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDS, RESOLUTION NO. 95 - 23, RANDY SCHUMACHER
Mr. Schumacher explained that a public hearing was held at the
last Council meeting and testimony was taken from the various
agencies who have requested funding through the CDBG. The City
is anticipating receiving $37,601.00. In the past years the
funds have funded the Senior Coordinator and various planning
agencies as well as non-profit community service organization.
Mr. Schumacher recommended that the City continue to fund the
Senior Center Coordinators position as well as the land use study
which should be completed this year. This leaves a balance of
$6,980.00 to be distributed by the City Council to the other non-
profit areas.
Exhibit Al outlines the present funding level for various
agencies and also outlines the 1995 requested funding from these
agencies. Exhibit A2 outlines the number of residents in Lino
Lakes served by each agency as well as what the contacts with the
residents entailed. Community involvement at the various
agencies was discussed. It was noted that Anoka County does help
fund some of the agencies through tax dollars.
Mayor Reinert asked for further information about Meals on
Wheels. Ms. Schloer provided the information and Council Member
Neal noted that the Lino Lakes Lions Club does help, however, the
program now provides meals for many more Lino Lakes residents and
additional help and funding is required.
Mayor Reinert noted that it would probably take too much time
tonight to determine what organizations to fund and for what
dollar amount. He asked Mr. Schumacher to provide a
recommendation for action at the next Council meeting. Council
Member Bergeson said that he would distribute the money evenly
among the agencies and suggested that the recommendation for the
land use plan be shorted by $20.00 so that there would be an even
$7,000.00 to distribute. Council Member Elliott explained that
the money was distributed evenly last year, however Mr.
Schumacher had explained that because of all the paper work and
legalities involved, it did not make sense to have each agency go
through all the "hoops" for a few hundred dollars. She
recommended that the Council select a couple agencies to fund
PAGE 40
