1 <br />1 <br />1 <br />COUNCIL MEETING_ FEBRUARY 13, 1995 <br />this year and fund the balance next year. Council Member Elliott <br />said her first choice would be to fund the Alexander House for <br />$5,000.00 and the Forest Lake Youth Service Bureau for the <br />balance. <br />Council Member Kuether suggested that maybe the funding for the <br />land use plan could be reduced to help fund the other agencies. <br />Council Member Neal moved to fund the Senior Coordinator for <br />$15,621.00. Council Member Elliott seconded the motion. Motion <br />carried unanimously. <br />Mayor Reinert asked Mr. Schumacher to explain why he is <br />recommending $15,000.00 to fund the land use study. Mr. <br />Schumacher explained that the land use study was initiated in <br />1994 to look at the impact of some of the development issues that <br />were taking place. The study is ready for the Council to review <br />and after Council review, it will be taken to the Metropolitan <br />Council for their review and approval. The study has taken twice <br />as long as anticipated and has become much more detailed because <br />of the new "blue print" recently adopted by the Metropolitan <br />Council. If the study is not funded by CDBG, it will have to be <br />funded by the General Fund and this would directly impact taxes. <br />Council Member Kuether asked Mr. Schumacher to define the <br />guidelines for the use of the CDBG funds. Mr. Schumacher <br />explained that the funds must be used for the benefit of low and <br />moderate income residents and can be used for economic <br />development issues. The County does have some guidelines and <br />there is the possibility that they may say that there are too <br />many other communities doing economic development projects and <br />then Lino Lakes would have to reduce our request for the land use <br />study and appropriate those dollars in another area. <br />Council Member Kuether asked how the $15,000.00 figure was <br />determined. Mr. Schumacher explained that it is an estimate. <br />Council member Kuether moved to approve the $15,000.00 funding <br />for the land use study. Council Member Elliott seconded the <br />motion. Motion carried unanimously. <br />Council Member Kuether said that she would recommend $5,000.00 <br />for the Alexandra House and a $1,000.00 for the Forest Lake Youth <br />Service Bureau and the balance split between the remaining <br />agencies. <br />Council Member Neal said that he prefers to fund Meals on Wheels <br />because their only other funding is through donations and they <br />directly take care of Lino Lakes residents. <br />PAGE 41 <br />16 <br />
