1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />motion. Motion carried unanimously. <br />CONSIDERATION OF SNOW AND ICE POLICY, RANDY SCHUMACHER <br />Mr. Schumacher explained that staff has drafted a policy <br />providing direction for snow and ice control. This policy was <br />recommended by the League of Minnesota Cities for liability <br />reasons. It has been reviewed by Ms. Ellen Longfellow, an <br />attorney at the League of Minnesota Cities, and by the City <br />Attorney. The draft policy has been reviewed by the City Council <br />during a work session. The draft policy contains present policy <br />regarding ice and snow control and is intended to provide <br />guidelines for snow and ice control operations for streets under <br />the City's jurisdiction. <br />Staff is recommending that the draft policy be adopted by the <br />City Council. <br />Mayor Reinert noted that this area has received a number of ice <br />and sleet storms this winter season and citizens have requested <br />that salt/sand be available for them to pick up for use on their <br />driveways. A salt/sand pickup site at City hall is available to <br />residents. <br />Council Member Elliott moved to adopt the Snow and Ice Policy. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />PLANNING REPORT, MARY KAY WYLAND <br />Consideration of FIRST READING of Ordinance No. 01 - 95, Rezone <br />Clearwater Creek - Mr. Brixius addressed this item. Mr. Brixius <br />explained that he will address the rezone request and the <br />preliminary plat review. Mr. Powell will address the engineering <br />aspects of the preliminary plat and engineer for the developer, <br />Larry Olson will address specific changes and the phasing <br />elements of the plan. <br />Mr. Brixius explained that Gor-em L. L., Corporation has <br />requested a rezone from Rural to Single Family Residential (R-1) <br />and a preliminary plat approval for a site containing 153 single <br />family lots on a 121 acre parcel. The request for a 153 single <br />family lot subdivision is a change from the proposal reviewed by <br />the Planning and Zoning Board. The changes were made to respond <br />to specific staff issues that were made during the preliminary <br />plat review. The area to be platted is south of Cedar Street and <br />east of Otter Lake Road. <br />Mr. Brixius used the overhead projector and displayed a map of <br />PAGE 5 <br />
