The November preliminary plat contained lots <br />that had lot depths and double frontage lots which were <br />deficient. The situation has been corrected in the preliminary <br />plat under consideration by the City Council. A number of double <br />frontage lots are included in the current proposed plat and where <br />these lots abut streets a detailed landscaping plan will be <br />required which shows some type of screening of rear lot areas and <br />side yards. <br />Set Backs. All lots have sufficient areas to meet R-1 setback <br />standards. <br />Streets. Generally, the proposed street layout is consistent <br />with that illustrated upon the previously submitted sketch plan <br />and offers a positive circulation pattern. A number of concerns <br />regarding streets were raised by staff. Streets A and E end in a <br />long dead end street. Street A has a loop pattern to the west, <br />however, Street E has a potential problem if development to the <br />south does not occur. To address the concern, staff has asked <br />that this be one of the final phases of development and if land <br />to the south does not develop a loop street arrangement be made <br />to internalize all traffic to avoid long dead end streets. <br />At the end of Street A, the need for a temporary cul-de-sac does <br />exist as platted now and potentially in the future. All street <br />widths meet the 60 foot requirement and access is via Otter Lake <br />Road. An Anoka County permit will be required for any plat <br />receiving access via a county street. <br />Park Dedication. Per the City's Park Dedication Ordinance, the <br />applicant is required to dedicate 10 percent of the land or cash <br />in lieu of land dedication. The applicant has responded to the <br />Park Boards request for both parks and trails area within the <br />plat. <br />Wetlands. The wetlands have been delineated and have been <br />reviewed by the Rice Creek Watershed Board as being accurate. <br />Any approval of the grading and draining plan is subject to the <br />review of the City Engineer and the Rice Creek Watershed Board. <br />Phasing Plan. The applicant is proposing to develop in phases. <br />Mr. Olson will describe this aspect of the plat. <br />The Planning and Zoning Board reviewed the preliminary plat and <br />voted to deny the plat. The concerns included transportation, <br />traffic and the ability of the streets to accommodate the <br />development. The Board also raised questions about the accuracy <br />of the wetland delineations. These issues can be addressed more <br />directly. <br />PAGE 7 <br />1 <br />
