1 <br />COUNCIL MEETING <br />FEBRUARY 13, 1995 <br />Mr. Brixius said that staff recommendation is for approval of the <br />rezone request and the preliminary plat. <br />Mr. Powell explained that since the Planning and Zoning Board <br />reviewed the preliminary plat in November, additional staff <br />review has been completed. He presented an update on the issues <br />raised by the Planning and Zoning Board. <br />Drainage. A hydrological study funded jointly by the City of <br />Hugo and the City of Lino Lakes for this area has been completed <br />the Hugo City Engineer, OSM. The preliminary findings of this <br />study were discussed in detail at a joint meeting between the two <br />(2) cities on February 1, 1995. The preliminary findings as <br />discussed at this joint meeting indicated no unusual drainage <br />concerns regarding the subdivision. The developer will have to <br />comply with all Rice Creek Watershed District surface water <br />management plan requirements. <br />Wetlands. The wetlands have been reviewed by the Rice Creek <br />Watershed District and they agree with the determinations made in <br />the field by the developer's delineator. <br />Traffic. A study of the sketch plan of the proposed subdivision <br />was completed in August, 1994. The study indicated that a five <br />(5) phase development of which this preliminary plat incorporates <br />the first two (2) phases would not create significant traffic <br />volumes. An expanded traffic study was prepared recently which <br />was more detailed. The developer has shifted the proposed Otter <br />Lake Road access to a point with more acceptable sight lines. Mr. <br />Powell showed this on the overhead projector. He noted that the <br />change has been reviewed by the Anoka County Highway Department <br />and they have no objections to this change. <br />Streets. The future phase of the subdivision shows an east/west <br />road generally aligned with 134th Street at Elmcrest Avenue (24th <br />Avenue). Hugo's draft transportation study indicates 134th <br />Street as a major east/west thoroughfare. This is a concern <br />because traffic would continue westerly through the proposed <br />subdivision. Staff would encourage this traffic to use Elmcrest <br />Avenue rather than continue through a residential area. Hugo <br />representatives were made aware of this concern during the joint <br />Council meeting. <br />Sanitary Sewer. The 1990 Comprehensive Sewer Plan for Lino Lakes <br />that was approved by the Metropolitan Council, allows for the <br />City to connect directly to the Metropolitan Council Waste Water <br />Service forcemain located on Cedar Street located on the north <br />end of the proposed subdivision. A lift station would be <br />constructed as part of the subdivision which is consistent with <br />PAGE 8 <br />
