1 <br />1 <br />/ 7� <br />COUNCIL MEETING FEBRUARY 27, 1995 <br />Mr. Brixius said that Mr. Powell will address the gravity sewer <br />utility and a representative of SEH will address the traffic <br />study. He explained that Anoka County has issued a permit for <br />access onto Otter Lake Drive. They have also given indication to <br />the staff that this road can accommodate the development as <br />outlined. The condition of the road is a maintenance that was <br />observed and recognized by staff at the neighborhood meeting and <br />will continue to be an issue that has to be responded to. <br />Mr. Brixius said that the City Council is making a determination <br />as to when this development is timely. In 1990 when the City <br />Council approved a Comprehensive Plan and designated this area <br />for urban development and included the area in the MUSA, it was <br />anticipated that the area would develop within this decade. <br />Additionally, the proactive posture of the City regarding <br />economic development and the desire to see something happen along <br />the eastern interchange, provides a City wide prospective as to <br />differing land uses and how they complement one another. <br />Mr. Brixius noted that Mr. Emmerich's plat conforms with R-1 <br />standards and in most cases exceeds the required lot area. All <br />lot areas have been tabulated and meet standards above wetland <br />areas. RCWD has reviewed the drainage plan and a number of the <br />required feasibility studies have been completed including <br />utilities, traffic and storm water drainage. Mr. Brixius felt <br />that a number of issues that were not necessarily available to <br />the Planning and Zoning Board have been addressed and in fact, <br />have been expanded upon. He said he felt that all issues have <br />been satisfied and meet the criteria. <br />Mr. Brixius explained that the City Council has a choice of <br />approving or denying the request for a rezone and a request for <br />preliminary plat approval this evening. He said based on the <br />Comprehensive Plan and past planning decisions, he would <br />recommend approval. <br />Mr. Powell said he would address the concerns expressed by the <br />citizens this evening. He referred to Mr. Donlin's comments <br />regarding the sewer and water extension and said that he would <br />refer the City Council to his February 10, 1995 report which <br />summarized and updated these issues. Mr. Powell explained that <br />currently the City of Lino Lakes does not have a Joint Powers <br />Agreement with the City of Hugo for sewer and water services <br />although Mr. Donlin alluded to such an agreement. The current 10 <br />inch force main on Cedar Street is for the connection of Lino <br />Lakes and the usage of the City of Centerville. It is not <br />proposed or envisioned that the City of Hugo would make any <br />direct connection to this forcemain. Their service is provided <br />by a gravity extension from the Forest Lake Interceptor which has <br />PAGE 12 <br />
