1f5 3 <br />COUNCIL MEETING FEBRUARY 27, 1995 <br />proposed development. The City Council has all the information <br />and there is no reason to deny it. Council Member Elliott <br />explained that she has talked to one Planning and Zoning Member <br />who did vote against the development and believes this members <br />concerns have been taken care of and if this matter were to be <br />returned to the Planning and Zoning Board, she felt that it would <br />not be denied. <br />Council Member Kuether agreed 100% with Council Member Bergeson <br />and Council Member Elliott. She said the Council has to be <br />concerned about commercial development and the City Charter makes <br />commercial development very hard to do. The City cannot on a <br />"whim" throw sewer and water in the ground. It takes a lot of <br />planning to bring a large business to Lino Lakes and Lino Lakes <br />needs this planning. Council Member Kuether said that the City <br />Council does listen to all the concerns of the residents next to <br />any development, however, the City Council must still act <br />responsibly and hoped that the residents would understand. <br />Acting Mayor Neal said a little more than a year ago, a company <br />approached the City and asked to place a mobile home park in the <br />area where this development is planned. He went and talked to <br />some of the residents in the area and they said that they did not <br />want a mobile home park in their area or commercial development <br />in their back yard but did want houses. Council Member Neal also <br />said that the developer does have a right to develop as long as <br />that it is done legally. He said he still is concerned about the <br />wetlands and the Cunningham's pasture. There has been no <br />guarantees however, the matter will be addressed in the final <br />plat. <br />Council Member Bergeson explained that another concern discussed <br />at the previous Council meeting was in regard to is this "leap <br />frogging" or is this out of sequence in terms of development. He <br />explained that we usually think of development coming from the <br />south to the north and filling in etc. He said this would depend <br />on how one looks at the matter. Council Member Bergeson said it <br />is true that the area to the south is not completely developed <br />but if you look from the direction of CSAH 14 (Main Street) <br />south, there is commercial development up until about 200 feet of <br />Cedar Street. Council Member Bergeson said he did not think this <br />development would be "leap frogging" but would be a logical <br />extension of development going out in rings from the I35E <br />intersection. <br />Acting Mayor Neal called for the question. On a roll call vote, <br />all Members voted aye and motion carried unanimously. <br />Ordinance No. 01 - 95 can be found at the end of these minutes. <br />PAGE 19 <br />
