CITY COUNCIL MEETING FEBRUARY 12, 1996 <br />Mr. Ahrens explained that both segments of the watermain will ultimately be needed in <br />the City's water system. Therefore, alternates include having the watermain constructed <br />at a later date depending on private development needs or by the City as part of water <br />system development. It is difficult to predict when this might happen, but could be <br />within the next three (3) years. The advantage to having this work completed at this time <br />is that construction activity and disruption to the public in the area of construction will <br />only occur once for the installation of the interceptor pipe and the watermain. If the <br />watermain work is delayed, then the construction activity and disruption will happen <br />twice in a possible three (3) year time span. <br />FUNDING <br />Mr. Ahrens explained that assessments are not proposed to be levied for this work. <br />Assessments will be levied only when a property owner elects to connect to the <br />watermain. It is estimated that the construction costs will be approximately $120,000.00 <br />and it is proposed that this work be funded from the City's Water Area and Unit Fund in <br />the interim until connections are made. <br />OTHER ISSUES <br />The City will need to acquire five (5) feet of temporary construction easement along the <br />proposed Ash Street watermain. <br />Council Member Bergeson asked if the construction will tear up yards and driveways that <br />were torn up about two (2) years ago. Mr. Ahrens said yes and that is why he is asking <br />that both the Metropolitan Council interceptor and the Lino Lakes watermain be installed <br />at the same time. <br />Council Member Lyden asked why the construction of the watermain will not go all the <br />way down on Ware Road to County Road J (Ash Street). Mr. Ahrens explained that <br />Metropolitan Council is proposing to directional bore the interceptor pipe .(push pipe <br />underground without any open cut or trench construction) from 62nd Street to Ash Street. <br />There will be minimal disturbance to Ware Road. Mr. Ahrens said that it is unfortunate <br />that this type of construction means that there will not be an opportunity to restore Ware <br />Road to a decent condition. <br />Mayor Landers said that the cost of pushing the sewer interceptor underground must be <br />very expensive. He asked if the boring method could be used on Ash Street so that there <br />will be minimal disruption in an area that was disrupted two (2) years ago. Mr. Ahrens <br />said that the Metropolitan Council will be obtaining a bid alternate for the boring method <br />of construction. However, Metropolitan Council is not sure what those costs will be. If <br />direction boring occurs on Ash Street, the Lino Lakes watermain will be installed at a <br />later date. <br />PAGE 19 <br />
