r <br />CITY COUNCIL MEETING FEBRUARY 12, 1996 <br />Council Member Kuether asked if the residents on Ash Street know about this pending <br />construction. Mr. Ahrens said they know about the Metropolitan Council interceptor <br />construction. Neighborhood meetings have been held but have not been well attended. <br />Council Member Bergeson noted that Lino Lakes has a non-standard notification policy <br />that requires the City to notify more people by registered mail. Mr. Ahrens said that this <br />project probably would not fall under this policy. However, if the Lino Lakes watermain <br />construction becomes a reality, those residents will be notified under that policy. Mayor <br />Landers asked if the residents along Ash Street could be given a guarantee that they will <br />not be disturbed for a long time. Mr. Ahrens said that he could not make any guarantees <br />for other agencies. <br />Mr. Ahrens said that he will be out in that area notifying residents of the construction and <br />obtaining the temporary easements. <br />Council Member Bergeson moved to approve Resolution No. 96 - 19 and notify the <br />affected property owners by registered mail. Council Member Kuether seconded the <br />motion. Motion carried unanimously <br />Resolution No. 96 - 19 can be found at the end of these minutes. <br />Consideration of Resolution No. 96 - 20 Ordering Preparation of Report on <br />Improvement, Otter Lake Road Re -alignment - Mr. Powell explained that to support <br />the development of businesses in the Clearwater Creek Business Development Center, the <br />infrastructure needs of these businesses must be addressed. The area of the Development <br />Center currently being reviewed in detail is the southeast quadrant of the I-35E/Main <br />Street intersection. The City Council has previously authorized preparation of a study <br />reviewing sanitary sewer and watermain service in this area. This study was received by <br />the City Council in December, 1995. Discussions with Anoka County regarding the re- <br />alignment of County Road #84 (Otter Lake Road) have been ongoing. These discussions <br />have now reached the point where more detailed engineering and cost information needs <br />to be prepared in order to review cost-sharing options with Anoka County. This <br />information will also be very useful in evaluating development proposals for this area. <br />Mr. Powell recommended that the City Council approve Resolution No. 96 - 20 Ordering <br />Preparation of a Report on the Otter Lake Road Re -alignment. <br />Council Member Bergeson asked if a cost estimate has been prepared for this report. Mr. <br />Powell explained that the engineering work is estimated to cost $7,350.00 and about <br />$6,200.00 for the soil borings. Deeper borings will be done in the area of the re- <br />alignment of the roadway because utilities are anticipated to be constructed underneath <br />the roadway. Council Member Bergeson asked how the study will be funded. Mr. <br />Ahrens explained that it will be funded from his budget under Consultant Services. If the <br />improvement is ultimately assessed to the benefiting property owners, these costs will be <br />recouped. Mr. Powell explained that this area has been exempted from the City Charter <br />assessment restrictions and benefiting property owners will be assessed under Chapter <br />PAGE 20 <br />
