CITY COUNCIL MEETING FEBRUARY 12,1996 <br />Member Lyden asked if the street light was needed for traffic or for illuminating the area <br />if there was an escape from the facility. He was told that the recommendation was made <br />for safety reasons including an escape. <br />There was further discussion regarding the cost of erecting street lights. Council Member <br />Lyden asked if there could be some compromise on this matter. Mr. Soma explained that <br />the Correctional Facility has been at this site since 1977. He noted that the new facility is <br />more secure than the current buildings. Ms. Wyland said that she had only one comment <br />regarding street lights and that came from a business located on Fourth Avenue. They <br />requested streets lights at Fourth Avenue and Lilac Street. Council Member Kuether <br />noted that if a street light in this location benefits businesses, they should share the costs. <br />Commissioner Langfeld said that if a need is determined in the future, she will ask Anoka <br />County Public Works Department to install the lights. <br />Council Member Neal moved to approve the site plan with the conditions listed above <br />except for condition No. 6, street lights. There was no second to this motion and the <br />motion died. <br />Council Member Kuether moved to approve the site plan with condition No. 6 to be a <br />contingency as need arises and based on the Chief of Police's recommendation but not to <br />exceed four (4) street lights. Council Member Lyden seconded the motion. Motion <br />carried with Council Member Neal voting no. <br />CONTINUATION OF PUBLIC HEARING, IMPROVEMENT OF 12TH AVENUE <br />AND HOLLY DRIVE AND RECOGNITION OF CITIZENS PETITION, DAVID <br />AHRENS <br />Mr. Ahrens explained that the public hearing for the proposed improvements to 12th <br />Avenue and Holly Drive was continued from January 22, 1996. The City Attorney has <br />examined the files and will offer further information on this matter. Mr. Ahrens said he <br />has some exhibits about other MSA roads in the City including their condition and their <br />over all ranking within the City. He noted a petition from property owners along 12th <br />Avenue and Holly Drive petitioning against assessments to their properties for road and <br />utility improvements. This petition is provided for Council acceptance at this time. <br />Council Member Bergeson referred to notes written on the petition by the City Clerk and <br />asked if the landowner had to be a registered voter to petition against proposed <br />assessments. Mr. Hawkins explained that there are no assessments proposed for the <br />abutting property owners so the petition should be received as information only. Mayor <br />Landers said that the petition was presented so that the property owners made it very <br />clear that they did not want to be assessed for any road improvements. <br />Council Member Kuether moved to accept the petition. Council Member Lyden <br />seconded the motion. Motion carried unanimously. <br />PAGE 9 <br />
