• <br />• <br />COUNCIL WORK SESSION APRIL 17,1996 <br />that he is replacing two (2) officers who are not with the Police Department any longer. <br />He is proposing to add another Police Officer to the roster based on the Community <br />Policing concepts. <br />This matter is on the regular Council agenda for Monday evening. <br />Consideration of Resolution No. 96 - 43, Approving Final Payment of Contract for <br />Deed for Apollo Business Park - The City purchased the Apollo Business Park on a <br />contract that allowed the City to pay for the land as it was developed. The land has been <br />developed ahead of schedule which will allow the City to close the contract and save <br />interest dollars. When all of the land is sold, the City will realize a profit from the <br />contract. <br />This matter is on the regular Council agenda for Monday evening. <br />Consideration of SECOND READING, Ordinance No. 02 - 96, Rezone Lands <br />Purchased by the Centennial School District for Building a Middle hool on Elm <br />Street - Staff noted that this item will require a 4/5th vote of the Co ff was <br />directed to indicate on the agenda the items that require a 4/5t <br />ANNUAL APPOINTMENTS <br />Earlier this year, the Council interviewed th en positions on all of the <br />boards and committees. The method ers for the boards and committees <br />caused a great deal of concern .�a� an .ccounting error when the Council <br />voted on the candidates. <br />The Council has us s m. `er at several Council work sessions. The discussions <br />centered around d omplete the appointment process with every Council <br />Member using the - ethod of selection. The process that was used earlier this year <br />rated each candidby a point system. Some Council Members felt that this method did <br />not allow for "freshness", open mindedness, and education from the school of "hard <br />knocks". <br />The Council held another lengthily discussion on this matter and decided to use another <br />method of selecting Planning and Zoning Board members, a Circle Pines Gas Utility <br />representative and the Parks and Playground board members. The process to be used <br />includes the use of a white paper ballot containing the names of all the candidates. Each <br />Council Member would vote for three (3)candidates for the Planning and Zoning Board. <br />The three (3) candidates with the most votes would be appointed to the three (3) open <br />positions. Since there were two (2) candidates for the one open position on the Circle <br />Pines Gas Utility Commission, the person with the most votes would be appointed to that <br />position. Since there were three (3) open positions on the Parks and Playgrounds Board <br />and there were three (3) candidates, all three (3) of the candidates would be appointed to <br />that board. <br />PAGE 5 <br />
