• <br />COUNCIL MEETING APRIL 22, 1996 <br />creation a cumbersome intersection at Grey Heron Drive and Elm Street and the on-site <br />traffic flow at the middle school would not work as well as the other options. Option E is <br />now being considered a nonviable option due to the traffic concerns. <br />Option F <br />Option F calls for a slight realignment of Elm Street which would be approximately 300 <br />feet of the existing Elm Street. The car traffic would use this intersection. The cars <br />would come east on Elm Street and drop their children off and then exit the same way. <br />Bus traffic would be kept totally separate and would come from Lake Drive and go to the <br />entrance of the school site opposite of Grey Heron Drive. The buses would turn around <br />and then exit across from Grey Heron Drive and then go east to the signalized <br />intersection at Lake Drive. The estimated cost for this option is estimated to be <br />$500,000.00. <br />Staff has reviewed the lot created by extending Elm Street north approximately 300 feet. <br />The lot is currently zoned Neighborhood Business. An access to this lot opposite the <br />middle schools access would provide adequate access to this area. <br />Pedestrian Issues <br />Mr. Mitchell presented a drawing that showed existing trails outlined in red. The trails <br />colored green are future trails that already are a part of the City's planned trail system and <br />the trails colored blue would be trails that would be installed as part of the middle school <br />project. The school district would participate in the cost of constructing these trails. The <br />numbers shown in squares on the drawing are numbers prepared by the school district. <br />These numbers show the potential number of school age children accessing the middle <br />school. <br />A trail will be constructed on the north side of Elm Street that is being installed as part of <br />the senior housing project. Due to the number of children walking to school from the <br />neighborhood south of Elm Street, a trail will be located on the south side of Elm Street <br />extending all the way to the Fourth Avenue right-of-way area. There will be a painted <br />cross -walk at this intersection and it will be signed appropriately. Grey Heron Drive will <br />also be another point for pedestrian traffic crossing Elm Street. This intersection will also <br />be a school crossing area and will be provided proper school crossing painting and <br />signage. The cross -walk will be on the west side of the intersection thereby eliminating <br />the conflict with buses accessing the school. <br />The third intersection will be at Lake Drive. A cross -walk will be painted on the north <br />side of the intersection. This intersection will provide access to a park on the east side of <br />Lake Drive. It will also would provide access to the school site for approximately 40 <br />students living on the east side of Lake Drive. The school district has indicated that they <br />will bus these students, however, it is likely that there will be some "walkers" coming <br />from this area. <br />PAGE 11 <br />
