COUNCIL MEETING APRIL 22, 1996 <br />Mr. Mitchell explained that a school speed zone was one of the requests from the citizens. <br />He explained that the City has the authority to provide reduced speed zones for the area <br />of Elm Street that is adjacent to the school property. Therefore the City could designate a <br />portion of Elm Street as a school speed zone. MnDOT recommends that the roadway be <br />designed for the current speed limit and that a school zone speed limit be imposed. They <br />do not recommend that the roadway be designed for a 20 mph speed zone. <br />Mr. Mitchell explained that he and MnDOT both recommend that there be no parking in <br />the area of the middle school. <br />Proposed Assessments <br />Mr. Ahrens used an area map which contained parcel identification letters. Parcel D is <br />the school site, Parcels M, N and 0 are the Neighborhood Business area and Parcel E is a <br />large undeveloped parcel of land owned by another party. <br />Mr. Ahrens explained that Options A, B and C are very similar in cost with Option C <br />being slightly higher. The total school district assessment is approximately <br />$1,400,000.00. This does not include easement and right-of-way acquisition which <br />would cost approximately $250,000.00. The estimated assessment for Parcel E is <br />$241,000.00. This would be for sanitary sewer, water main, storm sewer, and street <br />improvements. Assessments for Parcel N would be approximately $194,000.00. <br />Assessments for Option D for the School District are approximately $1,300,000.00 <br />without the right-of-way and easement costs. Parcel E would be approximately <br />$600,000.00 and Parcel N would be approximately $200,000.00. <br />Assessments for Option F for the School District are approximately $2,000.000.00 <br />without right-of-way and easement costs. The assessment costs to Parcel E would be <br />considerably smaller because the parcel would not have direct access. Assessment costs <br />for Parcel N is approximately $100,000.00. <br />Project Schedule <br />Mr. Ahrens explained that if the project were to be ordered by the City Council at the <br />next regular Council meeting, May 13, 1996, plans and specification would be prepared <br />and presented to the City Council on July 8, 1996 for approval. Bid opening would be <br />held on August 1, 1996 and contract would be awarded on August 12, 1996. The work <br />would begin in the late part of August or early September and a majority of the site work <br />would be completed this fall. A final completion date for the entire project is expected to <br />be July 1, 1997. Mr. Ahrens explained that the School District wants to have the school <br />open and functional in late August, 1997. He said that although the City is not "under the <br />gun" to get approvals finalized, if approvals are delayed substantially, it could impact the <br />ability to service the middle school by the proposed road and utilities. <br />PAGE 12 <br />
