•
COUNCIL MEETING APRIL 22, 1996
the approval? Mr. Ahrens said it would providing that the school district is comfortable
with the gate. If for some reason, the gate plan is not acceptable, then he would talk to
the City Council about this concern and discuss the issues. However, this is more of the
school site plan concern rather than a roadway concern.
Council Member Neal asked if when the school district makes these promises, are they
put in writing? Mr. Ahrens said that he is making notes on all the issues raised this
evening. These issues will be discussed and then a recommendation will be given to the
City Council on May 13th.
Ms. Weigold asked if the number of vehicles that will be leaving the school site after a
Little League game or whatever happens on weekends have been quantified. Has the
impact on the neighborhood from this additional traffic been discussed. She asked if the
pine tree agreement had been put in writing. Ms. Weigold noted that Option F destroys
about 95% of the trees. She said this was not put in writing although they did say that
they would protect them. She said that Mr. Ahrens said he was sorry that the
Superintendent told you that they would be protected because that is really false. She
asked what is with the trees, how many will be left? Even if Option F works, eliminate
the parking area that will exit in front of Gray Heron. If this parking area is termed
"overflow" parking, eliminate it and do not spend any money on it. She said then you
can save more trees in the front of the site. She suggested that if the road has to follow
the baseball diamond, then eliminate the overflow parking and move the ball diamond
back further to save more trees. Ms. Weigold asked what is with the trees?
Mr. Ahrens said that with Option F and its relationship to the tress, he does not have a
detailed plan showing what trees may be removed. He deferred this question to Mr.
Mitchell. He said that generally he would try to design around the trees so that as many
as practical could be saved. The road can be shifted slightly to the south to save as many
trees as possible. Ms. Weigold asked if the number of trees could be established now.
Mr. Mitchell said that no detailed survey has been done in this area. Ms. Weigold said,
"you are designing roads and have not seen the trees?" Mr. Mitchell said that at this point
he is only designing concepts not roads. When it comes to designing a road, a detailed
survey will be completed and quantify those numbers at that point. At this point, the City
Council has not ordered any detailed plans of any of the options. Ms. Weigold asked if
any of the options have detailed road plans? She said that it looks pretty detailed to her.
She was told that the option are concepts. Ms. Weigold said that although they have
promised things, they do not really know what they have promised since it is not a real
road but a concept and a figment of her imagination. She said that she could understand
this.
Don Dunn, 6885 Black Duck Drive - Mr. Dunn said he is not a resident of that area and
will not be affected by traffic. He said he might be affected by safety. He said that he
has attended many of the meetings on this project and always heard one thing "leap out"
at us and that is safety. Mr. Dunn said that his concern is that this has been approached
basically from a safety viewpoint as far as the engineering is concerned. Cost was the
PAGE 25
