COUNCIL MEETING APRIL 22, 1996
thing about Option D is that it takes traffic off of Elm Street. However, it does not help
the people who want a traffic light. Mr. Young said he wanted the traffic light too
because he is for safety. He said that maybe this audience is arguing with the wrong
people. The people the community needs to talk to are at MnDOT. He said it makes
sense to him to have a traffic light at Lake Drive and Elm Street. Mr. Young said that
everyone got together and talked to MnDOT and let them know that there needs to be a
traffic light in that location, then everybody would be happy.
Angela Weigold 7187 Cinnamon Teal Court - Ms. Weigold said that she wanted to
congratulate Superintendent McClellan because he has successfully divided this
community into three (3) parts. He has done a good job of politicking since the last
meeting. Ms. Weigold said that her community has been going through this for the past
three (3) months not just the short time that the Superintendent has done a good job of
politicking.
Ms. Weigold said that she wanted to address Option F. She said with Option F not only
are the buses a concern, other traffic would impact the neighborhood as well. At an
informational meeting held prior to this meeting, "over flow" traffic was mentioned. Ms.
Weigold said that this appears to be "great amount" of traffic going to the baseball
diamond on a Saturday afternoon and Little League is playing. She said this is going to be
a community area. A community area is a great asset. Ms. Weigold said her question is
when traffic goes out (leaves the site) it is going to go straight down in front of Gray
Heron and empty onto Elm Street and then Second Avenue to avoid the traffic light
because it is the quickest path. She said that the Superintendent told the group that a
fence and gate would be installed at the driveway across from Gray Heron and it could be
shut 24 hours a day, seven (7) days a week so that only the buses can use the driveway.
Ms. Weigold said that if Option F is the only option that is going to be considered, "and it
sounds that's what is going to be, we have already been screwed" she suggest that the
traffic flow coming out in front of Gray Heron be addressed for all activities at the middle
school not just bus traffic. Ms. Weigold said that this is going to be a huge athletic
complex and this is great, but lets look at how this additional traffic is going to affect the
neighborhood. If a gate is the answer, lets put in writing because three (3) months ago
they said they were not going to remove the pine trees, now it appears that all of the pine
trees are going to be wiped out. Ms. Weigold said that nothing is in writing and
everything is changing from week to week so she asked that if a gate is going to be
installed, put it in writing. She asked that the people not be "conned" when you say that
you are putting in a gate when you really do not plan to. She said lets address the
additional traffic flow coming from the school in front of Gray Heron Drive not only
during school but for other events. She asked if a gate was an option, will you put it in
writing, will you put your pen where your mouth is?
Ms. Weigold was asked to whom is she directing her questions. She said to anyone who
has the power to put a gate at that exit. Mr. Ahrens said he would talk to the school
district and get an understanding of the gate issue. He said this issue could be made a
condition of the approval of the road plan. Ms. Weigold asked will this be a condition of
PAGE 24
