COUNCIL MEETING APRIL 22, 1996 <br />Resolution No. 96 - 43 can be found at the end of these minutes. <br />CONSIDERATION OF THREE (3) POLICE PERSONNEL <br />Mr. Schumacher explained that the Police Department is proposing to hire three (3) <br />individuals. The first position to be filled is a full-time Police Records Clerk. The Police <br />Department went through the normal advertising procedures and received about 125 <br />applications. The top 12 candidates were tested. Staff is recommending that the City <br />Council hire Cynthia Koepp. She presently works for a law firm and has 15 years <br />experience in an office setting. A background investigation revealed nothing that would <br />disqualify Ms. Koepp for the position. <br />Council Member Neal moved to hire Cynthia Koepp for the Police Records Clerk <br />position. Council Member Kuether seconded the motion. Motion carried unanimously. <br />Mr. Schumacher outlined a proposal to hire two (2) additional police officers effective <br />May 1, 1996 and August 1, 1996. Recently, the Police Department hired an officer who <br />did not make the probationary period. One of the Police Officer candidates would fill the <br />vacant position. That position was funded in the 1996 budget. <br />The second position would be financed through a contract with the Centennial School <br />District. The contract is a one year contract which is renewable annually unless it is <br />canceled by a 30 day notice by either party. <br />Council Member Neal asked if there would be an officer placed in the new middle school. <br />Mr. Schumacher explained that Chief Pecchia has had some preliminary conversations <br />with the School District about this issue. However, at this time, only the one officer is <br />being proposed to be funded by the School District. <br />Mr. Schumacher said that the two (2) candidates being proposed for these two (2) <br />positions are Melinda Brown and Matthew Vana. <br />Council Member Kuether expressed concern regarding the 30 day notice clause in the <br />contract. She said she would like more information from Superintendent McClellan. Mr. <br />Schumacher talked to Chief Pecchia on this matter and he indicated that the School <br />District is anticipating going to a three (3) year contract. <br />Mr. Schumacher gave a brief background explanation on both Police Officer candidates. <br />Council Member Bergeson noted that a former Police Officer is seeking re-employment <br />through the union appeal process. He asked what happens if appeal is successful and we <br />have another officer. Mr. Schumacher explained that at this time, staff is waiting for the <br />appeal period to expire or a decision to be made. Once a decision is made or the appeal <br />period expires, staff will bring a recommendation to the City Council. If the Police <br />Officer's appeal is successful, there are still dollars in the budget to fund him. Council <br />PAGE 41 <br />
