COUNCIL MEETING APRIL 22, 1996 <br />Member Bergeson said that his concern was that it looked like the City was funding a <br />part of a year and the following year would not have adequate funding to keep all of the <br />officers employed. Mr. Schumacher explained that Chief Pecchia had talked about filling <br />the two (2) positions that were left vacant plus adding two (2) more police officers. <br />Although there is funding for a third officer, there is no funding for a fourth officer. <br />There would be a significant impact on the budget. <br />Council Member Kuether asked for a written signed contract with the Centennial School <br />District. She said she would like to have it before the 1997 budget process begins. Mr. <br />Schumacher said that this information would be helpful. Council Member Kuether <br />wanted Chief Pecchia to know that if he will be requesting a third officer soon, a signed <br />contract will be needed to be sure that the officer designated for that position has a <br />position if the School District decides not to fund the position as outlined. <br />Mayor Landers noted that he has heard that once the middle school is opened, the Lino <br />Lakes Officer at the senior high school will be moved to the middle school and a Blaine <br />police officer will be placed in the senior highschool. <br />Council Member Lyden asked if funds from the School District are tied to any one <br />applicant. Mr. Schumacher said no, although the recommendation for hiring is Melinda <br />Brown would be hired first and Matthew Vana second. This would give Ms. Brown <br />seniority if there is necessity for adjustments. <br />Council Member Kuether moved to hire Melinda Brown. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />PLANNING AND ZONING BOARD REPORT, MARY KAY WYLAND <br />Consideration of SECOND READING, Ordinance No. 02 - 96, Rezone Lands <br />Purchased by Centennial School District for Building a Middle School on Elm <br />Street - Ms. Wyland explained Ordinance No. 02 - 96 received its first reading by the <br />City Council on March 25, 1996. A second reading is required by our Zoning Ordinance. <br />The ordinance will provide for the rezoning of the Centennial Middle School site from <br />Light Industrial and Single Family Residential (R-1) to Public, Semi -Public (PSP). The <br />balance of the industrial property purchased by the School District not incorporated into <br />the school site will remain zoned for industrial use. <br />Staff is recommending approval of the SECOND READING of Ordinance No. 02 - 96 <br />rezoning Lot 1, Centennial Middle School to PSP. <br />Council Bergeson said if the diagram becomes part of the minutes, it is important to put <br />the Light Industrial label on the triangle. <br />PAGE 42 <br />
