COUNCIL MEETING APRIL 22, 1996 <br />open mike and it is the publics time to speak and not the time for the City Council to <br />speak. He explained that the City Council will have time to comment when it comes up <br />on tonight's agenda. <br />Mayor Landers said that he had no problem in telling the world how he voted. However, <br />he felt that nobody would believe him because there is no proof of the vote. The ballots <br />were not signed and were similar to voting in an election, it is nobody's business how <br />anyone voted. Mr. Trehus said that it is everybody's business. There are ramifications. <br />The public should be aware of this information. Mr. Trehus requested that the City <br />Council declare how each member voted. If the City Council wants to keep it under <br />wraps, at least put each Council Member's name on the ballot with the three candidates <br />for the Planning and Zoning Board. Mr. Trehus explained that there is no controversy on <br />the other boards. He felt that this has been controversial since day one. He emphasized <br />that the City Council make sure that the votes do add up before anyone is appointed to the <br />Planning and Zoning. Mr. Trehus said that after the voting is completed, the matter <br />should be made part of the public record. <br />Caroline Dahl, 1101 Holly Court - Ms. Dahl said that she is confused and needs <br />clarification on the results of the Planning and Zoning Board appointments. She said that <br />she has spoken with three members of the City Council today about who they voted for. <br />Ms. Dahl said that she is aware, per former Council Member Elliott's letter to the editor <br />in the Quad paper today, that these results are public information. However, the tally <br />from the meeting (April 17, 1996 Council work session) and the comments today do not <br />add up. The ballots were destroyed, but the tally still does not add up. Ms. Dahl said that <br />she needed a response. She said, "in all due respect" to Mrs. Anderson, City Clerk, that <br />Mrs. Anderson did speak to her by telephone on Friday and said that some of them were <br />signed. Several Council Members explained that they did not sign their ballots. Ms. <br />Dahl said again that Mrs. Anderson told her that several ballots were signed but did not <br />tell her who signed their ballot. Mrs. Anderson explained that there were some signatures <br />on ballots the first time the City Council voted in March. Ballots were not signed this last <br />time (April 17, 1996). Ms. Dahl said that maybe Mrs. Anderson meant the first ballots <br />but it was not stated that way. Ms. Dahl said she does need a response. Mrs. Anderson <br />said that none of the ballots were signed on Wednesday, July 17, 1996. She explained <br />that some of the ballots were signed the first time the Council voted in March 25, 1996. <br />Ms. Dahl said she is still confused because three Council Members told her how they <br />voted and it does not add up to the vote that was reported by Mrs. Anderson. She said that <br />she was not questioning Mrs. Anderson's response, however she still needed clarification <br />on the results of the Planning and Zoning Board appointments. <br />Council Member Lyden asked what Ms. Dahl meant by "votes did not add up". She <br />explained that she called three members of the City Council today and asked them who <br />they voted for. She said she gave them the option that they did not have to answer her if <br />they did not want to. All three said that they did not have a problem with this. What she <br />was told and what was reported did not add up except for herself. Ms. Dahl said she was <br />asking why it did not add up.
