COUNCIL MEETING APRIL 22, 1996 <br />she was just asking why it does not add up. Mayor Landers said that this matter needs <br />further discussion and will be considered when appointments comes up on the agenda <br />later this evening. <br />Ms. Dahl said that Ms. Brauns said something that confused her. Ms. Brauns said that <br />she was called by Dan Tesch and was told that she had won a Planning and Zoning Board <br />appointment but there was an addition error. Ms. Dahl said that she was appointed at the <br />same time as Ms. Braun and was not called by Dan Tesch. She had to find out from <br />people who were at the meeting. Later she was told that the vote had been rescinded. Ms. <br />Dahl said that if Dan Tesch called Ms. Brauns then all persons who were appointed at <br />that time should have been called. She said that she thinks someone from a professional <br />standpoint should be telling her that she was appointed. Ms. Dahl said that the only <br />reason she was aware that she was appointed the last time is because she attended the <br />meeting. She said that this should not be happening. Ms. Dahl said that Planning and <br />Zoning Board appointments should not be a popularity contest or a game. She said that <br />she will accept the appointment with a lot of pride. It took her a long time to come to the <br />decision of applying for the position. Ms. Dahl said that she studied the matter long and <br />hard because it is a long commitment and the appointment should not be taken lightly. <br />She said that whenever she does anything she does it with pride. Ms. Dahl said she will <br />do her best, however, because of everything that has happened, the Council vote should <br />be made public. She noted that there will be more evaluation on this matter and asked <br />what does it mean to take more evaluation? Mayor Landers said that the City Council did <br />originally vote on the appointments using the method that had been used over the past <br />few years. There was an error and the City Council rescinded the appointments. At the <br />last work session, the Council agreed to use the "white ballot" method to appoint board <br />members and a vote was taken using this method. Mayor Landers said it was his opinion <br />that the City Council should appoint the persons who received the most votes. He <br />explained that if the appointments are made tonight, the appointees will be sworn in on <br />April 29, 1996 at a special Council meeting. Ms. Dahl asked if the City Council will <br />appoint the persons who appear on the tally sheet at this time? Mayor Landers referred to <br />the "white ballot" vote taken at the last Council work session and said yes, that is the <br />method that was approved and used at the work session. <br />Mike Trehus - Mr. Trehus said, "lets just cut to the chase" and asked Council Member <br />Neal if he would mind stating how he voted on the white paper ballot. Council Member <br />Bergeson said that this question should be postponed until the matter comes up on the <br />regular agenda. He said that open mike is not the time for debate only a time for public <br />input. Mayor Landers said that he agreed with Council Member Bergeson and this <br />question should be asked at the time the Council gets to the matter on the agenda. Mr. <br />Trehus asked if his question will be answered at that time. Mayor Landers said that he <br />had no problem in answering Mr. Trehus's questions at that time, however, he said he <br />could not speak for the entire City Council. Mr. Trehus asked if he would get the <br />opportunity to ask these questions at that time. Council Member Kuether said that he <br />would. <br />PAGE 6 <br />
