COUNCIL MEETING APRIL 22, 1996 <br />Council Member Kuether asked Mr. Ahrens to place in the Council packets for the May <br />13, 1996 Council meeting, a small map of the area showing what portion of the road that <br />the developer will be contributing to. Mr. Ahrens said that he does have the map <br />prepared. <br />Council Member Neal asked if the fence concerns have been addressed. Mr. Ahrens <br />explained that he has reviewed the Trapper's Crossing, Second Addition plat to <br />determine exactly what fence issues remain. This area is south of 12th Avenue and east <br />of Holly Drive. The developer has proposed a four foot segment of chain-link fence on <br />the east side and a portion of the south side as well as some landscaping in the very <br />southwest corner. There are wetlands in these areas and Mr. Ahrens is reviewing this <br />matter and will have a recommendation for fencing at the public hearing. Ms. Wyland <br />said that staff has received landscape and fencing plans for both the north side and the <br />south side of Trapper's Crossing. The plans have been reviewed by the City Forester and <br />a permit has been issued for the fence on the north side of the first phase. <br />Council Member Lyden asked if fence could be put through wetlands. Mr. Ahrens <br />explained that although you can put fencing anywhere, however he would not <br />recommend putting it through wetlands because is becomes a real maintenance problem. <br />The fences generally tip over because the soils are not very supportive. They would <br />become an eye -sore and a maintenance concern. Council Member Lyden explained the <br />purpose for the fencing was to provide privacy and keep trespassers off of private <br />property. He said that in Minnesota during the winter months, there will be nothing to <br />stop snow mobilers and skiers from trespassing. Mr. Ahrens said that he understood this <br />concern. <br />Council Member Kuether moved to continue the public hearing to May 13, 1996. <br />Council Member Bergeson seconded the motion. Motion carried unanimously. <br />CONTINUATION OF PUBLIC HEARING, CENTENNIAL MIDDLE SCHOOL <br />STREET AND UTILITY IMPROVEMENT, DAVID AHRENS <br />Mr. Ahrens described the purpose of the public hearing. This is only a public hearing to <br />take input from the citizens regarding the proposed middle school. No action will be <br />taken by the City Council this evening. Mr. Ahrens explained that the City Charter <br />prohibits the City Council from taking action on the matter for 60 days. However, in this <br />case, the property owner (Centennial School District No. 12) has waived 50 of the 60 <br />days waiting period. Therefore, technically the City Council could take action on the <br />matter 10 days following the closing of the public hearing. <br />Mr. Ahrens explained that a school bond to build a middle school was approved by the <br />voters of Centennial School District 12 last November. Following the election the School <br />District petitioned the City to install public improvements including, street, watermain, <br />storm sewer, and sanitary sewer to service the middle school.
