COUNCIL MEETING APRIL 22, 1996 <br />CONSIDERATION OF A PROPOSAL FROM THE LINO LAKES LIONS CLUB <br />TO HOLD A CIRCUS IN THE CITY OF LINO LAKES, COUNCIL MEMBER <br />NEAL <br />Council Member Neal asked to hold a circus at Sunrise Park on Thursday, July 28, 1996. <br />There probably will be two performances, the first in the afternoon and the second in the <br />evening. This would be a fund raiser for the Lino Lakes Lions Club. Council Member <br />Neal noted that all proceeds would be spent in Lino Lakes. Lions member Ray Johnson <br />is looking at another site to hold the circus, however at this time Sunrise Park is the only <br />place large enough with a good water supply. Council Member Neal said that he would <br />not vote on this matter although he is in favor of it because he is a member of the Lino <br />Lakes Lions Club. <br />Council Member Kuether said her only concern is that the City be protected from any <br />litigation that may arise if there is an injury or property loss. Council Member Neal said <br />that the only thing he wants to know from the City is what is needed beside an approval <br />of the park use. Mr. Asleson said that Mr. Johnson has contacted him about the use of <br />Sunrise Park. Mr. Johnson was referred to the staff to determine if anything is scheduled <br />for that day at Sunrise Park. Council Member Neal said a circus will bring a lot of people <br />into the area. <br />Mr. Hawkins said that he did not see a problem with the proposal as long as staff makes <br />sure that the activities will not be harmful to the park and that the City has the necessary <br />insurance and a security deposit to make sure that the area is cleaned and restored to <br />current standards. He noted that the use of the parks are at the City Councils discretion. <br />Council Member Bergeson asked Mr. Schumacher to review this request with the City's <br />insurance agency to make sure that they are satisfied with the insurance protection <br />provided by the Lions Club. <br />Council Member Kuether moved to use Sunrise Park for a circus on Thursday, July 28, <br />1996 and to refer the insurance concerns to the present insurance carrier to be sure that <br />the insurance coverage is adequate. Council Member Lyden seconded the motion. <br />Motion carried with Council Member Neal abstaining. Council Member Neal will keep <br />the City Council updated on this matter. <br />CONTINUATION OF PUBLIC HEARING, IMPROVEMENT OF 12TH <br />AVENUE/HOLLY DRIVE, DAVID AHRENS <br />Mr. Ahrens explained that the public hearing for the proposed improvements to 12th <br />Avenue/Holly Drive was continued from March 25, 1996. Staff and the developer and <br />the developer's attorney met last Friday, April 12, 1996, to discuss the improvements. A <br />tentative agreement was reached at that meeting. However, the City should have a <br />written commitment from the developer prior to discussing this matter any further. Since <br />this has not been done, Mr. Ahrens recommended that the public hearing be continued to <br />May 13, 1996. The proposed improvement can be discussed in detail at that time. <br />PAGE 7 <br />
