Also, the original Charter Co <br />the importance of the plan. It was prepared to be used <br />as a guide. Page 16 of the Charter requires that the City establish a fund for road <br />reconstruction projects. The original Charter Commission expected the City <br />Council to prepare a road reconstruction plan so that when the road reconstruction <br />fund reached a certain dollar amount, a referendum could be placed on the ballot <br />asking for citizen approval to use this particular fund for reconstructing a <br />particular road. This fund and the road reconstruction plan was to be included in <br />the five (5) year financial plan. <br />Ms. Liljedahl used St. Joseph Church as an example. Years ago, the Church <br />established a fund to construct a new santuary. The fund grew each year to the <br />point where the Church can now begin the planning process for the new addition. <br />This is the same process that is outlined in the Charter. <br />PAGE 1 <br />
