COUNCIL WORK SESSION MAY 8, 1996 <br />Ms. Liljedahl expressed concern about the staff terminology in this matter and <br />suggested that this was keeping the City from using the Charter as it was meant to <br />be used. <br />Council continued to discuss this matter with Ms. Liljedahl noting that her <br />intrepretation of the Charter was more liberal than that of the staff. Ms. Liljedahl <br />was of the opinion that staff was trying to get rid of the Charter and noted the <br />resounding defeat of the Charter question that was on the ballot this past <br />November. <br />Mr. Montain explained that the Charter Commission hired a League of Cities <br />attorney to review the Charter document. The conclusion was that the Charter <br />should be used and not changed. Mr. Montain also noted that the situation could <br />be more complicated if the road reconstruction plan required the construction of <br />sewer and water utility lines. The Charter Commission has talked about <br />assessments with the idea of broadening the definition of an assessment. <br />Staff was directed to get a legal opinion on Ms. Liljedahl's intrepretation of the <br />Charter. <br />HRA/LIVABLE COMMUNITIES UPDATE, MARY LAND <br />Last fall the City Council adopted one year housin <br />Livable Communities Act.
