• <br />• <br />• <br />COUNCIL WORK SESSION MAY 22, 1996 <br />CITY OF LINO LAKES <br />MINUTES <br />DATE • May 22, 1996 <br />TIME STARTED • 5:00 p.m. <br />TIME ENDED • 9:04 p.m. <br />MEMBERS PRESENT • Council Members Bergeson, Kuether, Lyden, <br />Neal and Mayor Landers <br />Staff members present: City Administrator, Randy Schumacher; City Engineer, David <br />Ahrens; City Attorney, Bill Hawkins; Community Development Director, Brian Wessel; <br />Parks and Recreation Director, Marty Asleson; Community Development Coordinator, <br />Mary Alice Divine; Solid Waste Coordinator, Jackie Constant; Finance Director, Mary <br />Vaske; Planning Coordinator, Mary Kay Wyland and Clerk -Treasurer Marilyn Anderson. <br />12TH AVENUE/HOLLY DRIVE IMPROVEMENT PROJECT, BILL HAWKINS <br />Mr. Hawkins updated the Council on this matter. The developer of Trapper's Crossing <br />has signed a development agreement which includes a requirement that he pay $250,000 <br />toward the reconstruction of Holly Drive. Ongoing negotiations with the developer <br />regarding the $285,000 commitment for upgrading 12th Avenue/Holly Drive have <br />produced a verbal agreement. However, the developer has not signed the development <br />agreement and is requesting that additional items be added to the agreement including <br />language that says he will never again be assessed for Trapper's Crossing. Staff did not <br />agree with this requirement. <br />Mr. Hawkins proposed that the public hearing be opened, public comment received and <br />then the public hearing closed. The Council would then decide if there will be a road <br />reconstruction project. If there will be a project, the Council should order the <br />improvement, prepare plans and specification and hold an assessment hearing. If the <br />developer does not agree to the assessment, the Council will then decide how to <br />reconstruct Holly Drive and whether a future plat can be denied. <br />Mr. Ahrens presented a second proposal for upgrading Holly Drive. This proposal would <br />provide a reconstructed roadway beginning at North Trapper's Crossing south to Ash <br />Street. The proposal would require the construction of a roadway that would be adequate <br />for the next 20 to 30 years but would not qualify for state aid funding (MSA).Holly Drive <br />will continue to be listed as a MSA roadway and the City will continue to collect MSA <br />funds for the roadway each year. One important reason for this proposal is that the <br />southern portion of Holly Drive is not in the MUSA so therefore sanitary sewer cannot be <br />extended to Ash Street. Mr. Ahrens recommended that a state aid street not be <br />constructed until the south end of Holly Drive is included in the MUSA. It makes better <br />sense to construct the sanitary sewer lines at the time the street is upgraded. <br />PAGE 1 <br />
