• <br />• <br />COUNCIL MINUTES July 8,1996 <br />Council Member Neal asked how much money will be lost if Mr. Hanson waits for two (2) years. <br />He suggested the City make up the lost income because the Planning and Zoning Board did <br />approve Mr. Hanson's request. <br />Council Member Lyden asked if there will be conditions regarding the five (5) hangars. Mr. <br />Hanson stated they will be for the sea planes in the summer and for skis in the winter. <br />Council Member Bergeson asked about the possible noise problem. <br />Mr. Hanson withdrew his request. <br />Mayor Landers stated withdrawing the application is a safe route. He suggested Mr. Hanson <br />return with his request in six (6) months when the Comprehensive Plan for this area is <br />completed. <br />Mr. Wessel asked Mr. Hanson to participate in the planning for this area. He stated the meeting <br />is scheduled for July 24, 1996. Mr. Hanson's proposal will be the first consideration. <br />Council Member Neal stated that for as long as he has lived in Lino Lakes, citizens have been <br />against commercial development. He stated he has been in the City for more than 25 years and <br />the City seems to be stopping commercial development. He stated that anyone in business <br />should be supported by the City. <br />Second Reading, Ordinance 03 - 96, Amending Section 506 of the City Code, Animal <br />Ordinance - Ms. Wyland stated the Council has reviewed the proposed Animal Ordinance and <br />approved its first reading at the June 24, 1996, meeting. At the July 2, 1996, work session, it was <br />suggested that the question of licensing cats be placed on the upcoming City survey to determine <br />citizen interest. This ordinance, therefore, has made no reference to cats other than a definition. <br />Ms. Wyland stated staff recommends adoption of the Second Reading of Ordinance No. 03 - 96 <br />and publication of the ordinance in a summary format that would include the following <br />information: <br />Ordinance No. 03 - 96, Animal Ordinance - SUMMARY <br />- Maximum number of dogs allowed - two (2) <br />- All dogs must be licensed with proper vaccinations <br />- Private kennels allowed in any zoning district upon five (5) acres of land or more <br />with a conditional use permit. Limit of four (4) dogs per private kennel. <br />- Incorporates provisions for "Wild and/or dangerous animals" <br />• - Feces disposal required <br />
