COUNCIL MINUTES July 8,1996 <br />Mr. Bruce Hanson, came forward and stated that the seven (7) members of the Planning and <br />Zoning Board unanimously approved his proposal. He read the letter from the Metropolitan <br />Council that indicated this proposal will lower the need to use Aqua Lane. If the zoning does not <br />change, nothing will happen in that area. The MAC/Metropolitan Council spend $10,000.00 <br />determining to place the airport in that location. <br />Council Member Lyden stated that he would like to see Mr. Hanson withdraw his request until <br />the Comprehensive Plan has been resolved. The facility is unique. There is also the concern of <br />the loss of commercial development. He stated that commercial development could be placed <br />somewhere else. He stated that if push comes to shove, he will support the Sea Plane Base. <br />Mr. Wessel stated that it is unique and he does have an appreciation for the area. Residential is <br />not the only adjacent activity to the area. He stated that Mr. Hanson did have a discussion with <br />the Economic Development Board. The consensus of the Board is that this is premature. Mr. <br />Hanson had the chance to participate in a neighborhood study but he declined. He raised the <br />issue of losing a General Business/Commercial Zone. He stated there are many questions that <br />need to be resolved regarding this issue. <br />Mayor Landers stated he cannot support this item because it is premature. He noted that it was <br />difficult building the townhomes across the street from the area. <br />Council Member Bergeson expressed concern regarding the Comprehensive Plan. He stated he <br />is also concerned about the loss of Business Zoning. In addition, there is no specific proposal to. <br />look for another site for Commercial Zoning. He stated that he is committed to the concept of no <br />loss of Commercial Zoning. <br />Mayor Landers asked if the applicant would like to withdraw his request. Mr. Hanson asked if <br />that meant nothing could be done regarding his request for two (2) years. Mr. Wessel explained <br />that District 1 and 2 are the first districts to be studied by the Comprehensive Plan Task Force. It <br />is conceivable the wait could only be six (6) months. He stated his best guess would be 6-18 <br />months. <br />Mr. Hanson stated that he is very concerned that land owners have nothing to say about their <br />property. He stated he will keep the land abutting Lake Drive commercial. He is concerned <br />about people who will oppose airplane noise. <br />Mayor Landers explained that when the townhomes were approved nothing was in the agreement <br />regarding informing potential buyers about the expansion of the Sea Plane Base. <br />Council Member Bergeson stated he does not want to leave the impression that EDAAB is <br />opposed to the homes and hangars. However, EDAAB is opposed to the timing of the request. <br />They are not opposed to the concept. <br />Mr. Wessel noted that EDAAB feels the concept is a good concept and very unique. <br />6 <br />
