CITY COUNCIL MEETING JULY 22, 1996 <br />Mr. Arhip was unsure of the date his liquor business would actually be opened to the <br />public. Since that time, the license period for the off -sale liquor license expired. <br />Mr. Arhip was contacted and he said he plans to open for business about August 1, 1996. <br />Since the earlier approval expired, Mrs. Anderson asked the City Council to adopt a <br />motion approving the off -sale license for Mr. Arhip for the period of August 1, 1996 <br />through June 30, 1997. Mr. Arhip has paid the appropriate fee and has submitted the <br />required certificate of insurance. All other matters covered in the first application, <br />including the Police Department investigation, remain unchanged. <br />Mrs. Anderson said that this matter was brought before the City Council on July 8 1996. <br />At that time, the City Council expressed a concern about children getting to Lino Park <br />from Lois Lane safely. This concern was directed to Mr. Asleson, Parks and Recreation <br />Director. Mr. Asleson has review this concern and has indicated that there is a City <br />easement east of the Simonson Garage that could be used for a walking trail between Lois <br />Lane and Lino Park. At the City Council meeting on Wednesday, July 17, 1996, Mr. <br />Asleson explained how this walking trail could be constructed and estimated the costs <br />involved. As a result, the Parks Department has already started construction of the trail. <br />Mrs. Anderson recommended that the City Council adopt a motion approving an off -sale <br />liquor license for Mr. Arhip at 7860 Lake Drive. <br />Council Kuether moved to approve this off -sale liquor license. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Consideration of Renewal of Gambling License, Dead Broke Saddle Club - Mrs. <br />Anderson explained that the first anniversary of the Dead Broke Saddle Club's gambling <br />operation at the 49 Club is September 1, 1996. The Saddle Club has applied for renewal <br />of their license and has provided information so that it can be determined whether or not <br />they have met all of the terms of the Lino Lakes Gambling Ordinance. <br />The ordinance requires that all non-profit organizations, who are conducting gambling in <br />the City, submit a copy of all the information that is required by the State to the City <br />Clerk. Therefore, detailed information to determine if the Dead Broke Saddle Club has <br />met the terms and requirements of the ordinance has been received. <br />The Lino Lakes Gambling Ordinance also requires that all non-profit organizations <br />conducting gambling in the City donate 10% of their net profits to benefit residents of the <br />City. This requirement can be in cash or a direct donation to a cause or individual. The <br />net profit for the period of September 1, 1995 to December 31, 1995 was $35,166.73. <br />This means that $3,516.67 must be used to benefit residents in Lino Lakes. The Saddle <br />Club made direct donations to several organizations totaling $1,250.00 and gave the City <br />a cash donation of $2,266.73. In addition, gambling organizations are required to pay <br />1/10th of 1% of gross profits less prizes actually paid out by the organization to the City <br />PAGE 14 <br />
