COUNCIL MINUTES SEPTEMBER 9,1996 <br />Steve Andre, 495 Ash Street, requested clarification of proposed MUSA reserve growth <br />consideration. Mayor Landers responded that consideration of the current MUSA issue will take <br />place later in this meeting, adding that in the event the proposal is approved certain criteria must <br />still be met prior to obtaining MUSA designation. Mr. Andre asked if pursuant to the <br />Comprehensive Plan input should be solicited from area property owners. Mr. Wessel explained <br />that based upon public input at the public hearing regarding interest in MUSA held two years <br />ago, a request was made to the Metropolitan Council for additional MUSA. The Metropolitan <br />Council indicated that additional MUSA reserve would not be granted until finalization of the <br />Comprehensive Plan with the exception of sewer districts 1, 4 and 6. Mr. Andre indicated that <br />although he resides in one of the excepted areas, he did not participate in that public hearing. <br />Mayor Landers asked that Mr. Andre express his concerns when this item is considered later on <br />this agenda. Mr. Wessel offered to provide Mr. Andre with a copy of the minutes from the <br />previous meeting during which this issue was addressed. <br />Rick LaFond, 653 Ironwood Circle, indicated that his neighbor plans to construct a shed which <br />will obstruct the LaFonds view of the nearby pond and ultimately result in the devaluation of his <br />property. He stated that contact with the neighbor resulted in a negative response. Mr. LaFond <br />implored Council to aid in stopping this construction from going forward, at least until an <br />alternative solution can be reached. <br />Council Member Neal asked whether or not the shed is an appropriate distance from the LaFonds <br />property line. Mr. LaFond stated that the proposed structure will be 5 feet from his property line. <br />Council Member Kuether suggested the possibility of an ordinance restricting further <br />construction on the property in that area to allow for review and approval of each proposal on an <br />individual basis. Mr. Wessel indicated that ordinances are currently being reviewed, and <br />attention will be paid to this issue. <br />Amy Donlin, 6100 Centerville Road, shared information from the Office of Environmental <br />Assistance regarding an upcoming conference which will address urban issues pertinent to Lino <br />Lakes' Comprehensive Plan. Additionally, Ms. Donlin expressed concern regarding the <br />proposed 141 -acre MUSA reserve addition. <br />CONSENT AGENDA <br />Following additional discussion, Council Member Kuether moved to approve the consent <br />agenda. Council Member Lyden seconded the motion.
