COUNCIL MINUTES SEPTEMBER 23, 1996 <br />ITEM <br />DISBURSEMENTS: <br />ACTION <br />September 23, 1996 <br />Checks No. 45516 - 45671, $768,973.77) <br />Final Plat, Clearwater Creek, <br />2nd Addition <br />OPEN MIKE <br />Approved <br />Approved <br />Prior to inviting members of the audience to speak under Open Mike, Mayor Landers asked that <br />all stand for a moment of silence in recognition of the death of John Sharpen, son of Clarence <br />and Joyce Sharpen, who have worked for many hears on behalf of the City of Lino Lakes. <br />State Senator Jane Krentz addressed Council, explaining that she is currently running for re- <br />election. Senator Krentz is best known for her interest in education; however, she added that <br />increasing need exists to work together at all levels of government to assist with all community <br />needs. <br />Steve Lease, 74 Marvy Street, presented Council with a copy of the results of a recent soil <br />evaluation on his property. He expressed concern that all issues regarding his property had not <br />been addressed at the recent Council work session. Mr. Lease explained that he has been <br />experiencing problems with his septic system for quite some time. He indicated that problems <br />became more severe in the fall of 1993 with additional runoff through the 40 -foot drainage <br />easement during the time period when the Apollo Business Park project was being constructed. <br />Since that time, Mr. Lease stated that he and his family have found it necessary to conserve water <br />usage, including using outside laundry facilities. Having had the septic system pumped several <br />times, Mr. Lease explained that on the last occasion the pumping service employee pointed out <br />that the system was receiving backfeed from the drain field, in other words, the system was <br />failing. The Lease home is nine years old. Mr. Lease was informed by Mr. Zerxes that the lot on <br />which his home is situated is unbuildable. <br />Pat Lease provided Council with photographs taken in 1993. She reiterated Mr. Lease's <br />explanation of circumstances which had led to several septic system pumpings, alternate living <br />arrangements and additional testing of the site, which suggested to the Leases that their building <br />site had never been suitable for building. <br />Mr. Lease explained that the options include installation of an experimental mound system at a <br />cost of approximately $10,000 with no guarantee that it will work, and connecting to City sewer <br />on Apollo Drive. He stated that apart from installation of an extension from his home to the line, <br />he should not be responsible for assessment or connection fees. Mr. Lease also indicated that his <br />well is good, and that he should not be required to connect to City water. <br />2 <br />
