COUNCIL MINUTES SEPTEMBER 23, 1996 <br />City policy. Construction is anticipated to begin by October 14, 1996, and will be complete by <br />July 31, 1997. <br />Council Member Kuether asked which Rehbein properties would be affected. Mr. Ahrens <br />explained that the Rehbein property lies along Fourth Avenue, including a section at the <br />northeast end to the location of the jacking over to Apollo Drive. <br />Council Member Neal questioned approval of this matter absent executed agreements. Mr. <br />Ahrens indicated that there is not a problem in delaying action until the agreements are signed; <br />however, Mr. Schumacher explained that the reason for not having the agreements signed is due <br />to an error in an easement description not to any substantive issues among the parties. <br />Council Member Lyden pointed out that a great deal of interest exists with regard to the stop <br />light. Mr. Ahrens indicated that OSM has submitted a signal justification report to the State <br />indicating that seven (7) of the 11 warrants for the signal have been met. Only one warrant is <br />required to justify a signal. Official response from MnDOT is expected by November 1. <br />Additionally, Mr. Ahrens explained that turn back funds are anticipated to assist in the financing <br />of the signal installation. <br />Council Member Kuether asked about the speed study by the County on Lake Drive. Mr. Ahrens <br />explained that no reports have yet been received. However, correspondence from the County <br />indicated that they had adopted a resolution which addressed our issues, and had passed the <br />request on to the State. <br />Council Member Bergeson moved to adopt Resolution No. 96 - 128 contingent upon receipt of <br />executed right-of-way agreements. Council Member Kuether seconded the motion. Motion <br />carried, with Council Member Neal voting no. <br />Resolution No. 96 - 128 can be found at the end of these minutes. <br />OLD BUSINESS - None. <br />NEW BUSINESS <br />For Your Information, Summary of 1996 Primary Election - Ms. Anderson presented <br />Council with a written summary of election results, and explained that the election proceeded as <br />expected with an 8.5% turnout. <br />Council Member Neal asked about the cost of the election.
