• <br />COUNCIL MINUTES OCTOBER 14, 1996 <br />portion of Rice Lakes Estates from a flood zone, which properties lie on the western side of the <br />development. The total cost for this procedure is $4,999.68, resulting in an assessment of <br />$138.88 to each property owner. <br />Council Member Bergeson pointed out that $138.88 will be money well -spent. <br />Mayor Landers opened the public hearing at 8:22 P.M. <br />Lisa Giebink, 6676 Sandhill Drive, explained that she is not opposed to the assessment. She <br />indicated that upon attempting to refinance her home, Ms. Giebink discovered that it was situated <br />in a flood zone. Subsequently she worked with Ms. Wyland to accomplish the proposed <br />revision. Ms. Giebink explained that of the 36 lots, 7 are not buildable or do not have homes. <br />Ms. Giebink referenced in correspondence dated June 27, 1994 from Ms. Wyland to TKDA's <br />estimate of $94 per household, total cost $3,400, indicating that a petition exists containing <br />signatures of 28 of the 29 affected property owners stating they are willing to pay that assessment <br />amount. She asked why the assessment is not proposed at a higher rate. <br />Mr. Ahrens did not have the exact cost differences, adding that perhaps the estimates were not <br />accurate. <br />Council Member Kuether suggested that consideration of this matter be delayed until Ms. <br />Wyland could be present. <br />There being no further public input, Council Member Bergeson moved to continue the public <br />hearing until such time as Staff can respond to the question raised by Ms. Giebink. Council <br />Member Lyden seconded the motion. Motion carried unanimously. <br />Council Member Lyden asked what safeguards could be instituted to avoid the need for this type <br />of action in the future. <br />Consideration of Resolution No. 96 - 137 Adopting Assessment, Rice Lake Estates Letter of <br />Map Revision <br />Consideration of this Resolution is tabled until the next regular Council meeting. <br />CITY ENGINEER'S REPORT, DAVID AHRENS <br />Consideration of Approval of Hiring a General Maintenance Employee - Mr. Ahrens <br />explained that a vacancy was created in the Public Works Department this past summer. The <br />position was advertised and 90 applications were sent out to candidates. Of the 42 applications <br />received, 13 applicants were interviewed. The top candidate, Mr. Jerry Wilke, is an individual <br />with 14 years experience in blacktop and construction maintenance. He has passed the physical <br />examination and drug testing requirements. Staff recommended hiring of Mr. Wilke, scheduled <br />to start employment two (2) weeks from this date. <br />Council Member Bergeson moved to approve hiring of Mr. Wilke. Council Member Lyden <br />seconded the motion.
