COUNCIL MINUTES OCTOBER 14, 1996 <br />Trunk sewer area and unit charges <br />Trunk water area and unit charges <br />Wear course fund <br />Surface water management fund <br />Street assessment <br />Total amount of assessment is $1,436,951.13. <br />Mayor Landers opened the public hearing at 8:08 P.M. <br />There being no public input, Council Member Kuether moved to close the public hearing at 8:09 <br />P.M. Council Member Bergeson seconded the motion. Motion carried unanimously. <br />Council Member Kuether moved to adopt Resolution No. 96 - 135, as presented. Council <br />Member Bergeson seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 135 can be found at the end of these minutes. <br />Resolution No. 96 - 136, Adopting Assessment, Lake Drive (County Road #23) and T.H. #49 <br />(Hodgson Road) Intersection Improvement - Mr. Ahrens explained that this public hearing is <br />related to the realignment of the Hodgson Road and Lake Drive intersection, located in the <br />western part of the City. It includes cooperation among a number of agencies including the State <br />of Minnesota Department of Transportation, Anoka County, City of Circle Pines, and City of <br />Lino Lakes. The total cost of this project was approximately $2,148,000 with funding from the <br />various agencies enumerated above totaling approximately $1,561,000. The total assessment to <br />benefiting property owners is $586,602.16. <br />Council Member Bergeson asked if the trade of easements has been resolved. Mr. Schumacher <br />indicated that additional information is forthcoming, and that issue will be dealt with within the <br />next two (2) weeks. In any event, resolution of that issue has no bearing on consideration of this <br />resolution. <br />Mayor Landers opened the public hearing at 8:12 P.M. <br />George Reiling of Roseville, owner of the subject property, asked how this assessment was <br />determined. Mr. Ahrens explained that the assessment is based upon the difference between the <br />cost of the project and the funds received from the DOT, Anoka County, the City of Circle Pines <br />and the City of Lino Lakes, as well as estimated benefit to the property. Mr. Reeiling disagrees <br />with the addition of this assessment. Mr. Hawkins and Mr. Schumacher indicated that the proper <br />process to follow is to appeal the assessment. <br />There being no further public input, Council Member Kuether moved to close the public hearing <br />at 8:20 P.M.
